College Choice Support Services (CCSS) Request for Proposals (RFP)

In alignment with its agency mission, the New York City Administration for Children’s Services (ACS) has created the College Choice program. College Choice  is a program within the Office of Youth Success Services within ACS’ Division of Family Permanency Services. College Choice is available to youth in foster care enrolled full-time in an accredited college or university. College Choice offers benefits such as financial support for college housing, both on-campus and off-campus; tuition and fee reimbursement after the application of available financial aid and other financial resources. The overarching goal of this program is to support students pursuing a degree to complete their studies, while helping become independent adults.

Through this RFP, ACS has created the College Choice Support Services (CCSS) program to assist ACS in facilitating and implementing various College Choice program components. Through the College Choice Support Services contract, ACS is currently seeking an organization to deliver the following supportive services to youth enrolled in the program: 1) Provide academic advisement, assistance with coursework and support services to students in the College Choice Program; 2) Manage, administer, authorize, and track housing payments; and 3) Manage, administer and track college educational payments, after the application of available Education and Training Vouchers (ETV), financial aid, scholarships, etc., which may include, tuition and other mandatory school fees.

Anticipated Contract Terms
  • July 1, 2025, to June 30, 2028, with options to renew for two (2) additional three (3) year terms.
Anticipated Funding and Payment Structure
  • Total Anticipated Maximum Funding Amount: $5,751,369 ($1,917,123 annually).
  • Estimated Number of Contracts:  One (1).
  • Payment Structure: Annual Line-Item Budget.
  • ACS reserves the right to modify the payment structure of the contract in the future.
Minimum Qualifications

Proposers that do not meet ALL of the following requirements might be found non-responsive and will not move to evaluation:
  • The proposer must have a least five (5) years of experience working with youth in foster care.
  • The proposer must have a least three (3) years of experience with higher education institutions, including understanding academic requirements, student affairs, the college application and enrollment process, and financial aid.

Questions regarding this RFP must be transmitted in writing to the Agency Contact Person at the email address listed above. Questions received prior to the Pre-Proposal Conference will be answered at the conference. Substantive information/responses to questions addressed at the conference and those received subsequently will be released in an addendum to the RFP to all organizations that are prequalified to propose to this RFP through the PASSPort system, unless in the opinion of the Agency, the question is of proprietary nature.

ACS cannot guarantee a timely response to written questions regarding this RFP received less than one week prior to the proposal due date.
