INVITATION TO BID

Notice is hereby given that the City of Kent, Washington, will receive sealed bids at the City Clerk’s office through May 22, 2025, up to 11:00 a.m. as shown on the clock on the east wall of the City Clerk’s Office on the first floor of City Hall, 220 4th Avenue South, Kent, Washington. All bids must be properly marked and sealed in accordance with this “Invitation to Bid.” Bids must be delivered and received at the City Clerk’s office by the above-stated time, regardless of delivery method, including U.S. Mail. All bids will be opened and read publicly aloud following at 11:00 a.m. for the City of Kent project named as follows:

Kent Commons Verkada Cameras/Access Control Project Number: FAC25-09 Bid Documents

The City Clerk will read the bids aloud from the Clerk’s office. Individuals can stand in the lobby outside the Clerk’s office during the bid opening.

The project consists of the following work at the existing site of the Kent Commons, 525 4th Ave. N, Kent, WA 98032.

Camera System Installation:

  • Install (20) Verkada indoor cameras (per specifications).
  • Install (12) Verkada outdoor cameras (per specifications).
Wiring & Cabling:
  • Install (31) Cat 6 cables from camera locations to MDF (Main Distribution Frame) and IDF (Intermediate Distribution Frame) rooms.
  • All cables must be terminated, tested, and labeled.
  • Note: Outdoor pole-mounted cameras will connect via a City-provided cellular system.
Access Control System:
  • Retrofit (14) existing doors with:
  • Verkada card readers
  • Request-to-Exit (REX) devices
  • Electric door strikes
  • Lock down button for entry doors mounted at front counter
  • Button to open family restrooms mounted front counter
  • Hardware schedule is provided for all retrofit doors.
  • Install control cables from doors to MDF/IDF, with proper termination, testing, and labeling.
  • The City of Kent intends to have this project commence by June/22/2025. Please plan bids accordingly.

  • Each bid shall be in accordance with the plans and specifications and other contract documents now on file in City of Kent Parks Facilities. Plans and specifications can be downloaded at no charge by contacting kentwa.gov/pay-and- apply/bidsprocurement-rfps

There will be a walk-through at 1:30 P.M. on Wednesday, May 14, 2025 for General Contractors and Sub-Contractors, at the Kent Commons Community Center, 525 4th Avenue North, Kent 98032.

Bids must be clearly marked “Bid” with the name of the project on the outside of the envelope, addressed to the City Clerk, 220 4th Avenue South, Kent, WA 98032-5895. Only sealed bids will be accepted. No facsimiles or electronic submittals will be considered.

Apprentice Utilization Requirements are mandatory for all public works expected to cost one million dollars or more, in which case no less than 15% of the labor hours must be performed by apprentices. KCC 6.01.030.

A cashier’s check, cash or surety bond in the amount of 5% of the bid must be included with the bid.

The City of Kent reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most responsive, satisfactory, and responsible bidder and shall be the sole judge thereof. Note: The contract award will not occur until the City of Kent has reviewed all bids for responsiveness and responsibility determinations and the Kent City Council formally awarded the contract.

No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.

Bidders must submit with their initial bid a signed statement as to whether they have previously performed work subject to the President’s Executive Order No. 11246.

No bidder may withdraw his/her bid for sixty (60) days after the bid opening. Dated this 28th day of April 2025
