Request for Abbreviated Proposals (RFAP) for A&E Consulting Services –Wastewater Treatment Plant Renewal
DEFENSE CONSTRUCTION CANADA (DCC) – Request for Abbreviated Proposal (RFAP) for Consulting Services, Project No. VR000280, Valcartier Garrison.
Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to provide the following professional services:

• Phase 1: Preparatory studies:
  • Survey existing installations.
  • Define design loads and flow rate for the new plant.
  • Target treatment systems according to this new flow rate.
  • Update construction costs and plan phasing of the work.
  • See Sections 2.2 and 2.3 of the SOW for additional details.

• Phase 2: Optional services [subsequent award by change order]
  • Produce plans and specifications – 75% issue for comments
  • Produce plans and specifications – 100% issue for comments
  • Tender Phase Services (TPS) and Construction Phase Services (CPS)
  • See Section 2.4 of the SOW for additional details.

Information provided by the Proponents will be evaluated using the established criteria in the RFAP. The objective of this RFAP is to select the Proponents with the highest total score.
The total budget fee for Phase 1 services is $92,000.Proponents that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System.
A site visit has been arranged for the following date, time, and location. It is highly recommended that bidders attend this visit.

Location: Building 72, de la Victoire Street, suite 104, Garrison Valcartier, Quebec.
This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA).
The selected consultant will be required to hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP) within Public Services and Procurement Canada (PSPC). Details concerning the Security Requirements for this project are identified in the RFAP documents.
