Solicitation Summary
The purpose of this solicitation is to procure data mapping services for the upcoming 2026 Primary Election. The State Board of Elections is seeking a vendor to map several sets of data that must be considered in the determination of where to place Early Voting Centers and Drop Boxes. An additional purpose of this solicitation is to procure data mapping services for the upcoming Baltimore County and Frederick County redistricting efforts in advance of 2026 primary election. The State Board of Elections is seeking a vendor to create an interactive map to be used to perform redistricting for Baltimore County and Frederick County. The vendor will also perform an audit of redistricting completed by Baltimore County and Frederick County. The results of the audit will be included on the interactive map, as well as in an excel spreadsheet and written report.

IX. Proposal Submission Requirements
To apply for this solicitation, vendors must submit:

Narrative explaining how the vendor meets the minimum and preferred vendor qualifications;

Narrative explaining how the vendor meets the experience requirements;

Grand total quote for the maps listed under “Deliverables Required” of this solicitation;

Separate quote for the maps listed under “Optional Deliverables” of this solicitation- note this should not be included in the grand total for required deliverables.

Contact information for three references for whom the vendor provided similar work and when the work was performed.
