NOTICE OF INVITATION
The City of Lodi (City) invites proposals from qualified environmental consulting firms to prepare
a Statement of Qualifications (SOQ’s) Regulatory Compliance and Permitting Services for the
White Slough Water Pollution Control Facility and Recycled Water Land Application Program
located at 12751 N. Thornton Road, Lodi, CA 95242.
Request for proposal may be downloaded from the City's website at
https://www.lodi.gov/bids.aspx.
Interested firms shall submit proposals no later than 4:00 pm on May 14, 2026. Proposals shall
be submitted to Public Works Management Analyst, Rebecca Areida at rareida@lodi.gov or
delivered to 221 West Pine Street, Lodi, CA 95240.
All responsive proposals will be reviewed and evaluated by the City in order to determine which
consultant best meets the City's needs for this project, by demonstrating the competence and
qualifications necessary for the satisfactory performance of the required services. The criteria by
which the City shall evaluate proposals are set forth in this Request for Qualifications.
The City of Lodi reserves the right to reject any or all proposals, to delete portions of any and all
proposals, to waive any informality or irregularity in any proposal received or in the RFP
procedures, and to be the sole judge of the merits of the qualifications received. Be advised that
unauthorized conditions, limitations, or provisions attached to the Proposal may render it
unresponsive and may cause its rejection.
The City reserves the right to modify, postpone, or cancel this Request for Qualifications (RFQ)
at any time and for any reason. The City may request clarification or additional information from
any proposer during the evaluation process. Issuance of this RFQ and receipt of SOQ does not
obligate the City to award a contract. The City is not responsible for any costs incurred by
proposers in the preparation or submission of qualifications in response to this RFQ.
Proposals may be withdrawn prior to the time set for closing. Any proposal received after the time
set for closing will be rejected.
To ensure that all interested contractors have access to the same information, all questions must
be submitted by e-mail prior to May 4, 2026 at 5:00 pm. to: Rebecca Areida at rareida@lodi.gov.
City staff will provide responses to all interested firms by May 7, 2026.
II. INTRODUCTION
The City of Lodi is requesting Statements of Qualifications (SOQs) from qualified environmental
consulting firms to provide regulatory compliance and permitting support services for the City’s
wastewater treatment facility (White Slough) and recycled water land application program. The
SOQ shall not exceed 10 pages excluding resumes.
The City intends to select a consultant based on qualifications, experience, and demonstrated
expertise in wastewater regulatory compliance and recycled water management.
Following evaluation of qualifications, the City will enter into negotiations with the most qualified
firm to establish a scope of services and fee for a professional services agreement.
III. BACKGROUND
The City of Lodi (Discharger) owns and operates the White Slough Water Pollution Control
Facility (Facility) that provides wastewater treatment service to the City of Lodi and the San
Joaquin County Flag City Service Area with a total population of approximately 68,642. The
Facility is permitted to discharge 8.5 million gallons per day of tertiary treated wastewater to
Dredger Cut within the Sacramento-San Joaquin Delta. Additionally, secondary treated effluent
and untreated industrial wastewater are used to irrigate fodder, fiber or feed crops and the
Discharger also supplies tertiary treated municipal wastewater (Recycled Water) to Northern
California Power Agency (NCPA) and San Joaquin County (SJCo) Vector Control District.
The Discharger owns and operates two separate wastewater collection systems, one to collect
municipal wastewater and another to collect industrial wastewater. The industrial wastewater
collection system collects primarily food processing wastewater from Pacific Coast Producers
cannery and is not treated through the Facility described below. The wastewater from the
industrial collection system is either held in the Facility’s storage ponds (40-acres) or sent
directly to the agricultural fields for irrigation under WDR Order R5-2007-0113-01. The
municipal wastewater collection system has 23,000 service laterals and consists of 178 miles of
collection mains, 2,880 manholes, 7 lift stations, and 5 miles of trunk line delivering wastewater
to the Facility for treatment and disposal. Dischargers to the domestic trunk line include a
present population of approximately 68,642, businesses, and some industries within the City of
Lodi. Flows from the San Joaquin Flag City Service Area are included in the City’s municipal
flows.
The current design average dry weather flow capacity of the Facility is 8.5 MGD.
The Facility provides full nitrification and denitrification for nitrogen removal and uses tertiary
filtration followed by ultraviolet light (UV) for disinfection. The components of the treatment
system at the Facility include:
headworks with influent screens
mechanical grit removal
primary sedimentation
biological treatment by activated sludge, including nitrification and denitrification
secondary sedimentation
tertiary treatment with cloth media filtration
UV disinfection.
Sludge is anaerobically digested and stored in a lined sludge stabilization pond. The stabilized
solids are dewatered by a screw press and applied to the agricultural fields between cropping
cycles per WDR Order R5-2007-0113-01.

V. REGULATORY FRAMEWORK
The wastewater treatment facility and recycled water program are regulated by the Central
Valley Regional Water Quality Control Board and the State Water Resources Control Board,
including but not limited to the following permits:
• General Permit for Municipal Wastewater Dischargers that Meet Objectives/Criteria at the
Point of Discharge to Surface Water
Order No. R5-2023-0025
• Waste Discharge Requirements (WDRs)
Order No. R5-2007-0113-01
• Recycled Water Notice of Applicability (NOA)
State Water Board Order WQ 2016-0068-DDW
The selected consultant will assist the City in maintaining compliance with these permits and
any future regulatory requirements.
VI. SCOPE OF SERVICES
The selected consultant will provide regulatory compliance services including, but not limited to:

• Interpretation of permit requirements
• Assistance responding to regulatory agency inquiries
• Preparation of compliance documentation
• Evaluation of treatment plant regulatory compliance
Monitoring and Reporting
• Preparation of monitoring and reporting program documentation
• Preparation of monthly, quarterly, and annual regulatory reports
• CIWQS reporting support
• Review of monitoring data and compliance trends
Agricultural Land Application Program Support
• Nutrient management planning
• Agronomic loading evaluations
• Soil and groundwater monitoring program support
• Evaluation of irrigation practices and application rates
• Documentation supporting recycled water permit compliance
Permit Maintenance
• Preparation of permit amendments or renewals
• Preparation of technical documentation required by regulatory agencies
• Participation in regulatory meetings
Regulatory Agency Coordination
• Coordination with the Regional Water Quality Control Board
• Assistance during inspections and compliance reviews
Technical Support
• Evaluation of treatment plant operational issues affecting compliance
• Assistance with regulatory special studies or reports
VII. CONSULTANT QUALIFICATIONS
Firms shall demonstrate experience with:
• Municipal wastewater treatment plant regulatory compliance
• Central Valley Regional Water Quality Control Board permits
• Recycled water and land application programs
• Agricultural nutrient management
• Preparation of regulatory reports through CIWQS
• Regulatory agency coordination
