Introduction
The Alpine County Community Development Department is soliciting qualifications from contractors to install residential bear-proof garbage enclosures (bear boxes) on properties in Alpine County. The California Department of Fish and Wildlife has entered into an agreement with Alpine County, to provide funding to financially support and assist with the cost of bear box installation on privately-owned properties. Through this funding the County will provide up to $2,200 to individual property owners towards the cost to purchase and install bear-proof garbage enclosures. The specific objective of the project is to reduce human-wildlife conflicts that arise from animals that are attracted to scavenging solid waste in residential communities.
The purpose of this RFQ is to establish a roster of qualified contractors that will be available to members of the public on an as needed basis through the term of the grant (June 30, 2025).
Scope of Work
The scope of work will include the necessary tasks associated with constructing and installing residential bear boxes for private customers within the county. Project sites will be located within Alpine County, in unincorporated areas including the communities of Markleeville and Woodfords but excluding Bear Valley and Kirkwood which provide single site refuse collection services. It is estimated that the funding provided to Alpine County will support the installation of over 150 individual bear boxes, and contractors should be prepared for high demand for these services.
The Alpine County Community Development Department will provide program applications to residents with specific details on the location and siting of the bear boxes and reimbursement requirements including: documentation of type of box installed, copies of invoices, and photographs of completed installation.
Proposal Requirements
The proposal for bear box fabrication and installation services must include, at a minimum, the following:

Company Profile Information. This shall include the company name, street address, telephone & fax numbers, e-mail address, list of principals and/or owners, and general company background information including company size.

License information. Proof of relevant licenses, to include a California Contractor License and Alpine County Business License.
3.
Specifications and detailed information on the type of materials and services provided, including if contractor will fabricate and install bear boxes themselves or utilize a sub-contractor for fabrication or installation. If a sub-contractor will be utilized, please also submit company profile information for sub-contractor.
4.
Estimate of the number of days required from the time a purchase order is submitted to completion of installation.
