Subject: Invitation to Bid on Purchase Order Contract PRB.36403

Project Description: Helene Relief - Construction Design Bid Build Bridge at:
- 1387 Dillingham Rd, Barnardsville
- 814 N Turkey Creek Rd, Leicester
- NC Hwy 9, Black Mountain
The North Carolina Department of Public Safety Emergency Management Division and the
Department of Transportation are requesting bids for the construction of Design Bid Build
Bridges on private roads over Dillingham Rd (Site 011-01-cbdee), over North Fork Turkey Creek
(Site 011-01-98254) and over Broad River (Site 011-01-eab2f) in Buncombe County to be let at
2:00 PM on Wednesday, September 2, 2026.
The date of availability for bridge construction at Site 011-01-cbdee (Dillingham Rd) is the date
the Contractor begins work, but not before October 4, 2026, and no later than July 13, 2027.
The completion date for this contract is the date that is Eighty (80) consecutive calendar days
after and including the date of availability.
The date of availability for bridge construction at Site 011-01-98254 (Turkey Creek Rd) is the
date the Contractor begins work, but not before October 4, 2026, and no later than July 23, 2027.
The completion date for this contract is the date that is Seventy (70) consecutive calendar days
after and including the date of availability.
The date of availability for bridge construction at Site 011-01-eab2f (NC Hwy 9) is the date the
Contractor begins work, but not before October 4, 2026, and no later than July 2, 2027.
The completion date for this contract is the date that is Ninety (90) consecutive calendar days
after and including the date of availability.

Because of the unusual nature of the work involved and in order for all prospective
bidders to have extensive knowledge of the project, an open, virtual Pre-Bid Conference
will be held for all interested parties on Wednesday, August 19, 2026, at 10:00 am.

This is not a mandatory pre-bid conference however all potential bidders are
strongly encouraged to attend.
Sealed bids must be received in the NC Department of Transportation Division Office
at 55 Orange Street, Asheville, NC 28801 by 2:00 p.m. on September 2, 2026. Bids
must be submitted on the official bid sheet included in the proposal and display the
following statement on the front of the envelope:

Any firm that wishes to bid as a prime contractor shall be prequalified as a Bidder or PO
Prime Contractor prior to submitting a bid. Firms that wish to perform as a subcontractor
to the prime contractor must be prequalified prior to beginning work on the project.

The North Carolina Department of Transportation, in accordance with the provisions of

bidders that it will affirmatively insure that the contract entered into pursuant to this
notice will be awarded to the lowest responsible bidder without discrimination on the
