INVITATION

Waterford Township (“Owner”) is requesting sealed bids for Phase 1 Asbestos Abatement services and Phase II PCB/Mercury flooring Abatement at the Oakland Community College (OCC) Highland Campus High Oaks Hall, Physical Education Building, Student Center Building, and Levinson Hall Building.

Bids will be received by the Waterford Township Clerk’s Office, 5200 Civic Center Drive, Waterford, MI 48329 on or before 2:00 PM, local time, on May 11, 2026. All bids received will be publicly opened and read aloud at that time.

All bids shall be delivered to the Waterford Township Clerk’s Office in sealed envelopes.  The outside of the envelope containing the bid shall bear the name of the Bidder, their address, and the name of the project for which the bid is submitted.

MANDATORY PRE-BID WALKTHROUGH

A mandatory pre-bid conference and site walkthrough will be held on:

TIME: 09:00 a.m.

LOCATION: OCC Highland Campus – Student Center Main Entrance. The walk will start at the Student Center and the other three buildings will be toured the same day.

ATTENDANCE IS REQUIRED. Per Specification Section 1.1.8.10, the Abatement Contractor is solely responsible for site inspections and the verification of all quantities. Bids from contractors who do not attend this walkthrough will not be accepted.

SCOPE OF WORK

The project involves the removal, transportation, and disposal of identified and assumed Asbestos-Containing Materials (ACM), and PCB/Mercury containing flooring as detailed in each unique building survey. Specifications for the Student Center and the Phys Ed buildings are currently provided.  High Oaks Hall and Levison Hall will be available on the day of the walk through and posted as addendums.  The project team will have hard copies of the surveys on-site the day of the site walk. All associated survey reports and bid specification documents can be provided to interested parties via OneDrive.


CONTRACTOR REQUIREMENTS

Licensing: Must hold a valid State of Michigan Asbestos Abatement Contractor License

Insurance: Must provide Occurrence-based Asbestos Specific Liability insurance ($1M minimum)

Compliance : Work must strictly follow EPA NESHAP, OSHA 29 CFR 1926.1101, and

MIOSHA Part 602

A bidder will be permitted to withdraw their bid unopened after it has been deposited, if such request is received prior to the time specified for opening bids and provided that their identity is made known and the responsible party signs for the bid.  No bid shall be withdrawn after the opening of the bids without the consent of the Township for a minimum of one hundred twenty days (120) from the scheduled time for closing bids.

The Township reserves the right: to accept any or all alternative bids; to award the Contract to other than the lowest Bidder; to waive any irregularities of informalities, or both; to reject any or all bids; and in general to make the award of the Contract in any manner deemed by the Township, in its sole discretion, to be in the best interest of the Township.  Conditional bids will not be considered.
