The Vermont Public Service Department seeks a contractor or team of contractors to conduct an update to the 2021 electric and
natural gas energy efficiency potential study. The primary objective of this work is to estimate electric and natural gas
energy efficiency potential at four levels including technical, economic, maximum, and program achievable potential. Additional objectives include rate and bill impact analysis and technical assistance.
