OAC-NORC-Transportation Concept Paper
THIS IS NOT A REQUEST FOR BID/PROPOSAL. No contract will be awarded as a result of this Concept Paper.

The NYC Department for the Aging (NYC Aging) is dedicated to its Community Care Plan, which focuses on bringing social services to older adults where they already are, in their communities. Three crucial components of the Community Care Plan are the Older Adult Center (OAC) Program, the Naturally Occurring Retirement Community (NORC) Program, and the Transportation Program. This Concept Paper is being released for all three programs; . while aech program serves a distinct role, they share common goals and often serve overlapping groups of older adults.

OAC Program
The OAC network includes a vast number of community facilities that provide services such as congregate meal services and nutrition education, information and referral services, case assistance, health promotion, and educational and recreational activities. Please read the Concept Paper document for more details, as well as proposed enhancements and changes to this program.

NORC Program
A NORC is a non-age restricted housing community that has, over time, become home to a significant concentration of older adults, particularly with low or moderate incomes. NYC Aging provides funding to a social services provider, who in turn delivers services within a NORC housing facility. The services include case assistance, case management, healthcare assistance, healthcare management, and health promotion. Please read the Concept Paper document for more details, as well as proposed enhancements and changes to this program.

Transportation Program
NYC Aging’s Transportation Program provides non-emergency transportation to older adults, particularly to help older adults receive better access to doctors’ appointments, daily living needs, and community. Please read the Concept Paper document for more details, as well as proposed enhancements and changes to this program.


This Concept Paper is being issued to provide potential proposers and stakeholders an overview of these existing programs, as well as potential and important changes. NYC Aging invites readers of this Concept Paper to provide feedback no later than 5pm on January 16 th , 2026. . Comments and questions should be emailed to Mary Tracy at rfp@aging.nyc.gov with “OAC-NORC-Transportation Concept Paper” written in the subject line.
