Background
FHI 360 is a nonprofit organization that mobilizes research, resources, and relationships so
that people everywhere can access the opportunities they need to lead full, healthy lives. FHI
360 works in more than 50 countries around the world.
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global health project
implemented by FHI 360 and funded by the United States Government for the 2019-2027
period. EpiC provides strategic technical assistance and direct service delivery to achieve
HIV epidemic control among all populations at risk; strengthen global health security (GHS),
including outbreak response; expand tuberculosis (TB) detection and treatment; improve
maternal and child health (MCH); address malaria; and promote health systems
strengthening (HSS), including supply chain management.

In Colombia, EpiC works to improve timely access to and continuity of care in health facilities
and community platforms; improve the quality and safety of maternal, newborn, and child
health (MNCH) services; ensure the availability and effective management of essential MNCH
commodities and equipment; and strengthen the capacity of health facilities and local health
authorities to maintain MNCH services during emergencies.
STRengthening Infectious disease DEtection Systems (STRIDES) is the United States
Government's flagship project for global health security. It aims to strengthen countries'
capacity across laboratory and surveillance systems to prevent, detect, and rapidly and
effectively respond to emerging infectious diseases and other public health threats. STRIDES
is a global mechanism, a contract with a five-year (2024-2029) period of performance, led
by FHI 360 as the prime, with core partners such as Black & Veatch focusing on biosecurity
and biosafety and PATH on surveillance activities.
To support these activities, a Security Consultant will be hired to oversee the development
and execution of comprehensive safety, security, and access strategies. The consultant will
ensure a secure environment for staff, assets, and facilities through robust risk mitigation
and coordination with the FHI 360 Global Security team. Responsibilities include providing
technical guidance to the senior management team, conducting staff trainings, and ensuring
program operations are informed by up-to-date security assessments. The consultant will
also update country-level security management plans and contingency frameworks to
support dynamic field conditions.
Scope of Work
FHI 360 is seeking candidates for a consultancy (anticipated for 80 days) who will support
the EpiC and STRIDES projects in Colombia. The consultant will lead the development and
implementation of comprehensive risk management strategies to protect project staff, assets,
and facilities in dynamic environments. Additionally, the consultant will be responsible for
implementing all internal and external coordination safety and access activities through
strategic alignment with leadership, operations, and programs for humanitarian access,
alongside the development of external networks for intelligence and incident response.
Illustrative activities include:
Conduct threat and risk assessments of the environment (including new areas of
intervention) and provide recommendations for context-specific security
management requirements to management.
Security networking: participate in weekly security clusters (INSO, UNDSS, and INGO
forums).
Meet bi-weekly with the FHI 360 Regional Security Manager to discuss the security
situation and mitigation actions.
Compile and submit weekly security reports that track incidents and trends within
the country.
Conduct bi-weekly security situation briefings for all staff, keeping them updated on
security developments and/or risks that may affect the organization's operations.

Facilitate scenario planning exercise to support FHI 360's preparedness to pivot to
future contextual changes and challenges.
Provide 4-hour safety orientation to ensure safety and security of staff.
Provide advance security briefings to all travelers, ensuring plans for tracking arrival,
departure and accommodation.
Provide monitoring and oversight of teams during work-related travel.
Conduct hotel/office assessments in liaison with the logistic officer for a safety and
security approval process.
Verify the security conditions of the travel location and confirm safety of staff prior
to travel.
Provide advance security briefings to all travelers, ensuring plans for tracking arrival,
departure and accommodation.
Provide monitoring and oversight of teams during work-related travel.
Respond to incidents by gathering information and preparing a report.
Update security plan and associated annexes.
Deliverables:
A table of deliverables will be developed for this consultancy. Under the supervision of
Country Leadership and in close collaboration with the FHI 360 Regional Security Manager,
the consultant will ensure the development and execution of comprehensive safety, security,
and access strategies with concrete activities and expected results.
The estimated Level of Effort (LOE) is ten (10) business days per month. The potential
deliverables, applicable to both the STRIDES and EpiC Colombia projects, will include:
Review FHI 360's Security Protocols and Policies.
Meet regularly with the Regional Security Manager.
Ensure means of communication for field missions and sharing security-specific
alerts and recommendations.
Security networking: participate in weekly security clusters and work closely with
the Global Security Team.
Validate weekly planning movements and the security report.
Develop standard operating procedures (SOPs) to mitigate risk in project
implementation sites.
Provide recommendations for engagement with subrecipients in target locations.
Provide safety orientations to ensure safety and security of staff.
Provide advance security briefings to all travelers, ensuring plans for tracking
arrival, departure and accommodation.
Verify the security conditions on the ground as part of the travel approvals.
Provide monitoring and oversight of teams during work-related travel.
Create and maintain maps of our areas of concern using open-sourced mapping
tools.

Ensure all incidents and accidents are followed up with a written report.
Location of Work: The candidate must be based in Colombia and have demonstrated
experience and strong connections within the Colombian security sector related to
international cooperation projects.
Travel: Occasional domestic travel may be required to support consultancy activities.

Qualifications
Languages: Fluent proficiency in Spanish and English
Education / Field of Expertise: Professional degree (Bachelor's degree or
undergraduate studies) from a recognized institution in fields such as Engineering,
International Relations, Political Science, International Development, Anthropology,
Law, Sociology, or related fields; however, a formal degree in security or advanced
training in security management is mandatory.
Experience:
o At least 4 years of experience in safety and security roles within
humanitarian or development non-governmental organizations, at both the
field and national levels. Desirable: Health projects.
o Over 2 years of prior experience in drafting situation reports and concise
briefings, as well as in crisis management and NGO support.
o Experience in security management within high-risk and conflict
environments.
o Experience in Colombia (mandatory requirement).
o Experience in security risk management standards, conducting security
assessments, and implementing security management systems and protocols.
o Preferred experience in conducting trainings for non-security staff.
o Ability to respond positively to challenges and find creative and innovative
solutions to problems.
