805 N East Avenue Development

The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City”) through the City’s Logistics Department requests proposals from qualified and experienced firms to provide a proposal for the development of the property located on 805 N East Avenue, Panama City, FL 32401, the parcel more specifically described on Exhibit A, Bay County Property Identification number 15892-000-000 (the “805 N East Avenue Property”). The development may include, but is not limited to, the planning, design, permitting, financing, construction, and construction management of the 805 N East Avenue Property. The proposed development should maximize the potential of the property, complement the surrounding neighborhood, and represent the best use of the site. The City may select a proposer to enter into negotiations for the development of the 805 N East Avenue Property, and proposers must demonstrate the requisite knowledge, experience, technical expertise, organizational and financial capability to perform the services proposed under this Request for Proposal (RFP) and to implement the plan and development accepted by the City. No reimbursement will be made by the City for any costs associated with providing a proposal or for providing additional information as a result of requests for more information or as a result of negotiations.

The City shall accept the proposal of the responsive and responsible proposer that best meets the needs of the City, taking in consideration, among other things, the financial responsibility of the proposer, the development plan, design and operational philosophy, the proposed plan for the financing and construction, the proposed process for negotiating the agreement and/or lease terms, capability to perform the agreement on a timely basis, previous satisfactory performance, and other such abilities of the proposer that the City, in its sole discretion, determines will enable the proposer to perform effectively and efficiently.

The City reserves the right to negotiate with one or more proposers, to reject anyone or all proposals, or any part of any proposal, to waive any informality in any proposal, and to award a contract and/or lease or other agreement deemed to be in the best interest of the City.

The City of Panama City reserves the right to accept or reject any and all bids, proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new bids, or to postpone the bid opening pursuant to the City's purchasing policies as they may deem in the best interest of the City.
