The City of Redding reserves the right to reject any or all quotes, in part or in their
entirety. In addition, the City will award any resulting purchase order in a manner consistent

Unless a particular issue is designated, all references to the above specifications, standards, or methods
shall, in each instance, be understood to refer to the issue in effect (including all amendments) on the first
published date of the Invitation to Bid/Quotation Request.

SINGLE-PHASE, SUBSURFACE DISTRIBUTION TRANSFORMERS
I. GENERAL
1.00 PURPOSE
The purpose of the following specification is to set forth the requirements of single-phase,
subsurface (submersible) distribution transformers for general use on the underground electrical
distribution system of the City of Redding Electric Utility. It is the intent of these specifications
to obtain, for the City of Redding Electric Utility, transformers of the best modern design, of
proven performance, rugged, reliable, and capable of remaining in service for many years without
maintenance while installed in a subsurface vault subject to full submersion.
The transformers shall be constructed with parts commonly available in the United States
wherever practical. Only manufacturers with five (5) years demonstrated experience in
manufacturing submersible distribution transformers of the type and size specified will be
considered.
The manufacturer shall have a minimum of five (5) years continuous market presence in the
United States with the necessary infrastructure in place (service facilities, engineering support,
and spare parts supply).
Transformers built to foreign or international standards will not be allowed unless the
manufacturer positively demonstrates to the City's satisfaction that the transformers also meet all
appropriate ANSI, NEMA, IEEE, and ASME standard requirements for distribution transformers
in addition to those requirements in this specification.
2.00 ORDERING AND PAYMENT
The order will be placed following Award of Quotation utilizing the purchase order process.
Order confirmation shall be sent to the Electric Utility Warehouse, Attention: Scott Cox, (530)
224-4329. Every effort shall be made to make delivery in a timely manner. The City of Redding
issues payment when the last transformer on the purchase order has been received. No partial
payments will be made.
Should a situation arise requiring immediate delivery, the City reserves the right to purchase
single-phase, subsurface transformers from any available source if the successful bidder is not
able to make immediate delivery.
3.00 NON-DOMESTIC MANUFACTURERS
Quotes received from non-domestic manufacturers who have not been pre-qualified by the
City of Redding will not be considered for this quotes. For the purposes of pre-qualification,
"non-domestic manufacturers" shall mean a manufacturer whose assembly and testing facilities
are not in the continental United States and who has not supplied similar distribution transformers
to the City of Redding or has supplied similar distribution transformers to the City of Redding but
whose manufacturing/assembly facilities have changed locations.
Non-domestic manufacturers who wish to be considered for future bids shall pay for a designated
representative (consultant) of the City to visit the manufacturer's proposed assembly plant,
engineering department, and test facilities to make a recommendation to the City regarding the
Proposer's capability to comply with the requirements of the specification. The non-domestic
manufacturer shall be required to pay the City's representative all costs in advance (US dollars)
for up to two (2) days of on-site inspection services, plus travel time, all incurred expenses, and

report preparation. The City's representative would typically be a qualified consultant from a firm
such as Black & Veatch, R.W. Beck, or POWER Engineers. The hourly rate of the City's
consultant will be limited to no more than $200 per hour and 40 hours of work.
All payments to the City's representative would be non-refundable and do not guarantee
qualification by the City. The City's staff will review the report from the City's representative
and will make a recommendation as to the ability of the manufacturer to supply transformers to
the City on future bids.
4.00 CONTRACT CANCELLATION
The City of Redding reserves the right to cancel this Contract with a 30-day advance written
notice. All units being manufactured at the time of Contract cancellation will be paid for upon
receipt of units.
5.00 LIQUIDATED DAMAGES
In the event the bidder is awarded the Contract and fails to deliver the transformer(s) within the
time limit or extended time limit agreed upon, as more particularly set forth herein, liquidated
damages shall be paid by the Contractor to the City at the rate of $100 per day for each day the
complete order is delivered late. The total amount of liquidated damages shall not exceed 10
percent of the net cost of an order's total purchase order amount.
6.00 DELAYS AND EXTENSION OF TIME
If the Contractor is delayed in the progress of the work by any act or neglect of the Owner, or by
any separate Contractor employed by the Owner, or by strikes, lockouts, fire, adverse weather
conditions not reasonably anticipated, acts of God, or unavoidable casualties, the Contractor shall,
within 48 hours of the start of the occurrence, give written notice to the Owner of the cause of the
potential delay and estimate the possible time extension involved. It is agreed that no claim shall
be made or allowed for any damages which may arise out of any delay caused by the above-
referenced acts or occurrences, other than claims for the appropriate extension of time.
Failure by the Contractor to file these items within the time specified will be considered grounds
for refusal by the Owner to consider such request.
No extension of time will be considered for weather conditions normal to the area in which the
work is being performed. Unusual weather conditions, if determined by the Owner to be of a
severity that would stop all progress of the work, may be considered as cause for an extension of
Contract completion time.
No extension of time will be considered for delays at international border crossings due to
inspection procedures.
7.00 DEVIATIONS
If there are any deviations from the specifications set forth herein, the bidder shall note the
deviations in the bid and shall list them individually on the Transformer Information Statement
(TIS), Part A, Item 1. Failure to note a deviation from the specifications may be grounds for
rejection by the City of that particular bid. Where deviations are noted, the City reserves the right
to accept or reject a bid containing such deviations. Acceptance will be based upon the sole
opinion of the City that the deviation or deviations so noted do not affect the overall capability of
the item bid to perform the function for which it is to be acquired and such deviation(s) result(s)
in a lesser total evaluated cost to the City for the subject item.

8.00 DELIVERY
Transformers shall be shipped and delivered on a flatbed trailer, f.o.b. Redding, California, City
of Redding Electric Utility, at Electric Utility Building No. 2, 20055 Viking Way, Redding, CA
96003-8229. Transformers shipped other than on a flatbed truck will not be accepted.
Transformers shall be loaded in such a way that they may be unloaded with a City-provided
forklift from the side of the trailer. Transformers shall be oriented on the flatbed in such a way
that the center point of gravity is closest to the edge of the flatbed so that, during offloading, both
forks of the forklift will carry equal weight without creating a tipping hazard. Transformers
oriented differently, where the forks of the forklift would carry a substantially unbalanced load,
will require a line truck for offloading. For every transformer that a line truck is required for
offloading, $75 shall be paid to the City by the Contractor.
The Manufacturer shall prepare all articles and materials for shipment in such a manner as to
protect them from damage in transit, and shall be responsible for and repair all damaged parts or
replace all losses incurred in transit to the delivery location until the shipment is received,
inspected, and signed for by the City. Equipment damaged in shipment will be refused on
delivery, and it will be the Contractor's responsibility to arrange for prompt repair or
replacement. The determination of whether equipment is damaged will be the sole judgment of
the City. The Contractor will not be relieved of the responsibility of delivering undamaged
equipment, even if the damage is internal or otherwise undetected, and the nature of the damage
remains unknown until the equipment is energized and tested.
All articles shall be plainly marked for identification and destination. The purchase order number
shall be plainly marked on all equipment items. A complete itemized packing list shall be
provided with each shipment.
Delivery will only be accepted during the warehouse's normal work hours, which are Monday
through Friday, 8 a.m. to 3 p.m., with lunch from 12 noon to 1 p.m. Delivery will not be accepted
on weekends, City holidays, or outside normal work hours. The Contractor (or shipping
subcontractor) shall notify the Electric Utility Warehouse, Scott Cox, at (530) 224-4329
when equipment leaves the factory and again 24 hours prior to when unloading will be
required. The contact name and telephone number shall be clearly marked on associated
paperwork for the equipment carried by the truck driver.
9.00 BID EVALUATION
The Quote Proposal Form indicates the firm quantity of each rating to be purchased. Bid award
will be made to only one supplier and will be based on the total evaluated price including losses,
determined in accordance with Section 10.00. In all cases, unit prices and loss calculations shall
prevail in determining evaluated totals. Failure to provide a price for any bid item may result in a
bid being considered non-responsive.
10.00 LOSSES
Losses will be considered in the bid evaluation. The losses indicated by the bidder shall be
Maximum Guaranteed Values at the standard reference temperature of 85 degreesC, determined in
accordance with IEEE Std C57.12.90-2021. The loss evaluation factors A ($ per watt of no-load
loss) and B ($ per watt of load loss) shall be established by the City in accordance with IEEE Std
C57.120-2017 from the City's current levelized cost of energy, cost of capacity, peak
responsibility factor, loss factor, discount rate, and book life, and shall be stated on the Quote
Proposal Form. The City reserves the right to verify submittals by testing units selected at
random. Units that do not meet submitted values will be assessed a penalty based on the value of

losses exceeding submitted values. This amount will be deducted from the sale price of the
equipment. Notification will be given to the vendor prior to adjustment. No payment for the
transformers will be made until all engineer-certified test reports provided by the manufacturer
are received by the City.
Consolidate test reports as follows:
1. Include on each page the Purchase Order number (P.O.), voltage, and kVA.
2. Test data shall be logically grouped by kVA and voltage class.
3. Test report shall show transformer serial number and its tested values.
4. Provide only one comprehensive loss report per P.O.
If the actual losses for any given transformer exceed the quoted losses, the following formula
shall be used to compute the penalty, where NL is no-load (core) loss in watts and LL is full-load
(winding) loss in watts:
(Quoted NL - Actual NL) x $A/w + (Quoted LL - Actual LL) x $B/w = Price Adjustment
If the price adjustment is greater than or equal to zero, then there will not be any price adjustment.
If the price adjustment is less than zero, then it shall be deducted from the purchase price before
payment is made. This price adjustment shall be determined for each individual unit. The City
will not average the results of different units.
11.00 SHOP DRAWINGS
Shop drawings showing the tank, cover, high-voltage bushing well and parking stand
arrangement, low-voltage termination arrangement, and lifting and pulling eye locations shall be
sent for approval prior to manufacture. The shop drawings shall show all dimensions and weights.
All shop drawing correspondence shall be sent to Mr. Wyatt Hopwood, Electric Utility Engineer,
Redding Electric Utility, 3611 Avtech Parkway, Redding, CA 96002, or emailed as a PDF
document to whopwood@cityofredding.gov.
12.00 SAFETY DATA SHEETS
Safety Data Sheets (SDS) shall accompany each order and four (4) copies shall be supplied at the
time of delivery, if applicable.
The handling and transportation of hazardous materials, waste, and substances must be in
accordance with the applicable regulations of the Department of Transportation, the
Environmental Protection Agency, the California Highway Patrol, the California Department of
Health Services, the California Division of Occupational Safety and Health, the California Code
of Regulations, the California Labor Code, and other regulatory and enforcement agencies.
All hazardous material containers including flammable, combustible, carcinogenic, toxic, or
reproductive toxins, or other dangerous or poisonous chemicals shall be clearly and properly
labeled as to content along with other pertinent safety information. SDS shall be included with
each delivery of such materials to the City.
A current Safety Data Sheet (SDS) shall be provided with all deliveries of hazardous materials,
i.e., chemicals that are flammable, carcinogenic, toxic, or are reproductive toxins. These include
irritants, corrosives, sensitizers, hepatoxins, nephrotoxins, neurotoxins, agents that act on the
hematopoietic system, and any agents which may damage the lungs, skin, eyes, and/or mucous
membranes. Under no circumstances will a potentially hazardous chemical be brought onto a City
project site until adequate information regarding health hazards is received by the City.

13.00 GUARANTEE
Any transformer developing faults due to defective material, workmanship, or design within two
(2) years from the date of installation for service or thirty (30) months from the date of shipment,
whichever comes first, shall be promptly reconstructed, repaired, or replaced by the bidder
without charge to the City of Redding. The City will give notice of observed defects within a
reasonable time.
All bidders shall be responsible for servicing and repairing transformers.
