Description

This is the synopsis for the annual bulk fuel procurement for the Inland/East/Gulf Coast/Offshore (IEG) purchase program. The NAICS code for this procurement is 324110.





The fuel procured from this buy will cover various locations in the Inland/East/Gulf Coast/Offshore region of the United States. The ordering period is the date of award through March 31, 2027. The delivery period is April 1, 2026, through March 31, 2027 with a 30-day carryover. The methods of delivery will be tanker, barge, truck, railcar, and/or pipeline, both FOB Origin and Destination, depending on the specific requirement and location. This procurement will utilize full and open competition in accordance with (IAW) FAR 6.1, full and open competition after exclusions of sources IAW FAR 6.2, and other than full and open competition IAW FAR 6.3.





The total estimated quantities are as follows:

Turbine Fuel, Aviation, JP8 (NSN: 9130-01-031-5816), Quantity 1,226,500 USG

Turbine Fuel, Aviation, JP5 (NSN: 9130-00-273-2379), Quantity 166,048,000 USG

Turbine Fuel, Aviation, JAA (NSN: 9130-00-359-2026), Quantity 748,934,500 USG

Fuel, Naval Distillate, F76 (NSN: 9140-00-273-2377), Quantity 117,938,000 USG





The products must conform to the following specifications:

JP8: MIL-DTL-83133K

JP5: MIL-DTL-5624X

JAA: ASTM D-1655

F76: MIL-DTL-16884P

This solicitation will be available on https://www.sam.gov in July.

Please be advised that a hard copy of the solicitation will not be available.

The usage of the Bulk Offer Entry Tool (OET) is mandatory. The Bulk OET will allow Offerors to electronically submit and sign their offer (including the SF1449).
