Description

THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This announcement closes 12:00 p.m. Eastern Time on Thursday, 25 August 2025. The applicable North American Industry Classification System (NAICS) for this requirement is 811210, Electronic and Precision Equipment Repair and Maintenance, with a corresponding size standard of $34M. Interested parties must be registered under NAICS 811210 in the System for Award Management (SAM) at www.sam.gov. The Government plans to consider all information submitted in response to this Sources Sought Notice.



The 633d Contracting Squadron has a need to upgrade the existing obsolete and failing Giant Voice System (GV) at Joint Base Langley-Eustis (JBLE (i.e., Langley AFB, Bethel Manor Housing, and Ft Eustis)) with a new Motorola OptiWarn GV System. The project objective covers the replacement of the existing outdated and failing system with a new, robust, and reliable solution. 633d ABW’s requirements to design, furnish, install, operationalize, and test a new OptiWarn GV System at JBLE for improved efficiency, reliability, enhanced emergency communication capabilities, and secure communications over a secure simplex radio link. The upgraded GV system shall integrate, where possible, into the existing GV Mass Notification System, built on a Motorola network infrastructure. The OptiWarn GV solution will improve technology and allow operators to have advanced control capabilities at their fingertips, enabling rapid dissemination of critical information that is clear and audible during emergencies like natural disasters, active shooter situations, or security breaches to everyone on base, regardless of location.
