NOTICE OF INTENT TO AWARD (SOLE SOURCE)



Notice of Intent Number: 52000PR260028074



1. Synopsis of the Requirement



The Government hereby submits a notice of intent to award a sole-source, firm-fixed-price contract/purchase order to:




  • Proposed Contractor: Mile 533 Marine Ways Inc

  • Contractor Address: 748 E Goodnight AVE Aransas, Pass, Texas 78336-5800

  • Requirement Title: Latent Hull Defect Remediation

  • Total Estimated Value: $6,527.45



It is the belief of the Government that this organization is the sole source to fulfill the need of one responsible source to satisfy the agency's requirement. See attached justification [JOTFOC].



2. Regulatory and Statutory Authority



This sole-source contracting action is conducted in accordance with Federal Acquisition Regulation (FAR) Class Deviation / Revolutionary FAR Overhaul (RFO) guidelines. Under the RFO, simplified procedures for commercial acquisitions are consolidated under RFO FAR Part 12 [specifically RFO FAR 12.201-1 (Simplified procedures) and RFO FAR 12.102(a) for acquisitions valued at or below the Simplified Acquisition Threshold]. The statutory and regulatory authorities permitting other than full and open competition are:




  • Regulatory Authority: RFO FAR 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

  • Statutory Authority: 10 USC 3204(a)(1) (applicable for DoD and U.S. Coast Guard acquisitions).



3. Acquisition Details




  • North American Industry Classification System (NAICS) Code: 336611 - Ship Building and Repairing

  • SBA Small Business Size Standard: 1,300 Employees

  • Product Service Code (PSC): J020- Maintenance, Repair, and Rebuilding of Equipment: Ships, Small Craft, Pontoons, and Floating Docks

  • Requirement Summary: Critical remediation of a latent hull compromise (hole) identified post-launch. The procurement encompasses dry-dock storage fees, obtaining long-lead specialized parts, and executing repairs to safely restore the Coast Guard vessel to a fully operational and mission-capable status at the incumbent contractor's facility.



4. Submission Instructions to Interested Parties



This hereby constitutes a synopsis of the items included in this requirement. This notice is NOT a request for competitive quotes or proposals, and a written solicitation will not be issued. However, responses to this notice demonstrating clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder critical mission objectives will be considered.



The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive solicitation for future requirements regarding this program. The Government will not be responsible for any costs incurred by responding to this notice.
