Project Description: Sealed Bids for the 2024 Leachate Forcemain Construction Contract will be received by the Owner online via the PennBid Program (www.pennbid.bonfirehub.com) until 5:00 PM local time on the 7th day of February 2025. The Bids will be opened online and the results posted via the PennBid Program.
Bidding Documents and supplementary documents will be available online at no cost via the PennBid Program (www.pennbid.bonfirehub.com on the 8th day of November 2024.
A mandatory pre-bid conference will be held at 1:30 PM local time on the 4th day of December 2024 at the Lycoming County Resource Management Services Administration Office, located at 447 Alexander Drive, Montgomery, PA 17752. This conference will commence with a brief overview of the project followed by a review of any questions that potential Bidders may have. Upon completion of the question period, the conference will proceed with a site walkover. Any questions requiring clarification will be addressed in an Addendum.
Requests for interpretations or clarifications are due no later than the 30th day of January 2025. Any questions requiring clarification will be addressed in an Addendum.
The project consists of furnishing all labor, equipment and materials necessary for the complete construction of approximately 9,100 lineal feet of double-walled 6-inch by 10-inch HDPE forcemain from the existing LCRMS junction box structure at the entrance to the LCRMS Landfill to the existing West Branch sewer system manhole located on Allenwood Camp Lane, and all related site work identified in the Bidding Documents. Work associated with this project will be required to be substantially completed by July31, 2025, with a final completion date of August 30, 2025.
Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, as indicated in the Bid Form.
All questions about the meaning or intent of the Bidding Documents are to be submitted via the PennBid Program in accordance with the Instructions to Bidders.
Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security, as prescribed in the Instructions to Bidders. The Successful Bidder will be required to furnish the additional bond(s) prescribed in the Bidding Documents.
In order to perform public work, the Successful Bidder and Subcontractors shall hold or obtain such license(s) as required by State statutes, and Federal and Local Laws and Regulations, prior to Contract award.
Wages paid to employees of the successful bidder shall be subject to the requirements of the Pennsylvania Prevailing Wage Act.
No Bidder may withdraw their Bid within ninety (90) days after the actual date of the opening of Bids.
The County will not award a contract to anyone who cannot prove to the satisfaction of the County that they have sufficient experience in forcemain construction and are financially able and organized to successfully carry out the work covered by the Bidding Documents in the required time. Each Bid shall be accompanied by completed questionnaires relating to the Bidder’s qualifications and financial status.
All Bidders shall be aware that the County is an agency subject to the Right to Know Law. Any documents submitted should be considered as subject to potential public disclosure once the bid is awarded. In addition, the County will post information regarding the successful bid on the County website.
The County reserves the right to reject all Bids, or any Bid, not conforming to the intent and purpose of the Bidding Documents, to waive any informality in Bids received, and to accept that Bid which in its judgement best serves the interest of the
