Project Description: Bid Form and electronic copy of Bid Security for the Frederick Street and Yost Avenue Reconstruction Project will be received online via the PennBid Program until 1:00 p.m. prevailing time on Tuesday, July 1, 2025. Proposals will be publicly opened on PennBid at 2:00 p.m. the same day.
A pre-bid conference will be held at 9:00 a.m. on Tuesday, June 17, 2025, at the project site. All perspective bidders are encouraged to attend. Final questions are due no later than 4:00 p.m. on Wednesday, June 25, 2025.
The project consists of approximately 1,776 square yards of removing existing pavement and subbase materials, grading roadway, placing stone subbase, base course, binder course as required, wearing course, installing miscellaneous erosion and sediment control facilities and other miscellaneous improvements on Frederick Street and Yost Avenue in Lower Saucon Township and a portion of Fountain Hill Borough.

The proposal shall be accompanied by a Bid Bond in the required form, certified check, bank cashier’s check, or other security acceptable to the Owner in the amount of 10% of the total Base Bid. Bids will be effective for 60 calendar days from the Bid opening date except as permitted by law and may not be withdrawn during this period.
The Contractor shall comply with the provisions of the Act of August 15, 1961 (P.L. 9 87), as amended, known as the “Pennsylvania Prevailing Wage Act” and the Regulations issued pursuant thereto by the Department of Labor and Industry. The Contractor shall include these requirements in all subcontracts for the project. Specific requirements for bidding are described in the Bidding Documents.
The project is subject to the provisions of the Public Works Employment Verification Act, and Non-Discrimination and Equal Employment Opportunity regulations.
Lower Saucon Township reserves the right at its option to waive any informalities, irregularities, defects, errors or omissions in any or all of Bids, and to accept or reject any or all parts of the Bids which in its judgment is in the best interest of the Township.
