1. Invitation to Bid
The City of Winooski Department of Public Works invites sealed bids for the purchase of one (1) new,
commercial-duty reversible vibratory plate compactor. The equipment will be used for municipal street, utility,
trench, roadway, sidewalk, drainage, and related Public Works operations.
The Multiquip Mikasa MVH408GH is identified only as a representative unit for establishing the desired size and
performance class. Multiquip MVH408GH, Weber MT CR 6/CR 7, BOMAG BPR 60/65, Husqvarna LG 400, or an
approved equivalent meeting or exceeding the minimum requirements will be considered.
2. Bid Submission Instructions
Bids must be received no later than 1:00 PM on Thursday, September 24, 2026.
Submit bids in a sealed envelope clearly marked "REVERSIBLE PLATE COMPACTOR BID."
Mail or deliver bids to: City of Winooski, 27 West Allen Street, Winooski, VT 05404.
Late bids may be rejected and returned unopened.
The completed Bid Form shall be returned with the bidder's quotation, manufacturer literature/specification
sheet, warranty information, and all identified exceptions or alternates.
Pricing shall remain firm for at least 60 days following the bid deadline.
The City is tax-exempt. Taxes shall not be included.
Net 30 payment terms are preferred and shall be stated in the bid.

4. Intended Use
The unit is intended for frequent municipal/commercial service including:
Compaction of gravel, processed aggregate, and road base;
Water, sewer, stormwater, and other utility trench restoration;
Street and pavement repair preparation;
Sidewalk, curb, catch basin, and drainage work;
Confined-area compaction where larger rollers are impractical; and
General municipal construction and maintenance.

11. Delivery, Setup, and Training
The total bid price shall include freight, delivery, dealer preparation, setup, and all other charges necessary to
deliver the unit ready for service to City of Winooski - Public Works, 200 Gilbrook Road, Winooski, VT 05404.
At delivery, the successful bidder shall provide a basic operator orientation covering safe operation, daily
inspection, routine maintenance, starting/shutdown procedures, and any model-specific controls.

All exceptions or deviations from these specifications must be clearly identified. If none are identified, the City will
assume the equipment offered fully complies. Alternate equipment may be proposed if the bidder provides

15. Bid Evaluation and Award
Award will not necessarily be made solely on the basis of lowest initial purchase price. The City may consider
technical compliance, delivered price, compaction performance, durability, operator ergonomics, parts availability,
dealer/service proximity and quality, warranty, delivery schedule, manufacturer reputation, demonstrated
suitability for municipal Public Works operations, and anticipated lifecycle value.
The City reserves the right to accept or reject any or all bids, waive minor informalities, request clarification, and
make an award determined to be in the best interest of the City of Winooski.
