(2) Separate, sealed bids for individual bid packages for the New Hillcrest Middle School in Trumbull,
Connecticut, will be received by Bismark Construction Company, Inc at the Trumbull Purchasing
Department, 5866 Main Street, Trumbull, CT 06611. All Bid Packages as shown below are due
September 10th, 2026 @ 11:00 am. Immediately following each stated bid time, bids will be publicly
opened by the Construction Manager.
A Non-Mandatory Pre-Bid Conference for all Bid Packages listed below will be held on site on
Wednesday August 26th, 2026, at 10:00 AM. Attendance is not a prerequisite for submission of this bid.
ALL BIDDERS ARE ENCOURAGED TO MAKE AN APPOINTMENT TO VISIT THE SITE,
THROUGH THE CONSTRUCTION MANAGER. FAILURE TO DO SO WILL NOT RELIEVE
THE BIDDER FROM CONTRACT REQUIREMENTS.
Below is a list of trade packages for this project phase. Bidders are advised that the Department of
Administrative Services Prequalification Certificate must accompany the bid proposal for Bid Packages
estimated to exceed One Million Dollars ($1,000,000.00) (C.G.S. 4b-91 as amended). Failure to supply
this with the bid will result in rejection of the bid. If a Bidder intends on bidding multiple packages, they
must be submitted as separate bids in their own respective envelopes.
Bid Packages marked as "Set-Aside" are intended to be bid direct by only CT state certified
SBE/MBE/DisBE/WBE companies.

No questions shall be accepted after September 2nd, 2026. All technical and bid questions must be in
writing (not phoned) via email to Bismark Construction, Attn: Gregory J. Raucci at

All contracts will be held directly by the Construction Manager, Bismark Construction Company, as this
project will follow the Construction Manager At-Risk form of delivery.
All Bidders must guarantee their proposal for (120) days from the time of submittal.
Each subcontractor who is awarded a contract shall be subject to the provisions of the Connecticut General
Statutes, Section 31-55a, concerning annual adjustments to prevailing wages.
This contract is subject to state set-aside and contract compliance requirements. As outlined under State of
Connecticut CHRO requirements. All bidders must complete, sign, and return the "CHRO Compliance
Acknowledgement Agreement." form to the grantee at the time of bid opening. Bids not including this
form should be considered incomplete and rejected. Please find this form under Spec Section 00 43 38
CHRO Compliance Acknowledgement Agreement.
An Affirmative Action Plan or Set Aside plan must be filed within 30 days following the intent to award
notice to contractors (including set-aside awarded packages) and must be approved by the CHRO prior to
the award of the construction contract and start of work.
The Town of Trumbull and Bismark Construction Co. Inc reserves the right to do any of the following
without liability, including but not limited to: (a) waive technical defects in the bid proposal as he or she
deems best for the interest of the State; (b) reject any or all bids; (c) cancel the award or execution of any
subcontract prior to the issuance of the "Notice To Proceed;" and, (d) advertise for new bids.
