Overview
The County Commissioners of Charles County are hereby requesting bids from qualified contractors to furnish all labor, supervision, material, tools, and equipment necessary to perform grounds maintenance services at 100 plus Department of Public Works/Utilities sites throughout Charles County, Maryland.
At many of the pump stations and treatment plants, there will be obstacles and construction being conducted. Treating water is a sensitive matter. Brushings are to be blown away from buildings and equipment. Landscaping will handle routine maintenance every two to three weeks (as needed) from April through November. That will include regular mowing to a consistent height, precise edging along walkways and beds, plus spot weeding to stop overgrowth before it starts. After every mowing session, there should be no stray clippings, twigs, leaves scattered around or trash. The contractor will be expected to clean up all debris from the mowed areas, bag it neatly, and haul it off-site so nothing's left behind. As part of the routine, the contractor will spray herbicide at every well site and pump station where grass is growing through gravel, and in all parking lots and any other areas needed like fences or driveways. This will be done on an as-needed basis.

Site Visit (Mandatory):

Firms do not need to register in advance to attend the site visit unless otherwise stated. Due to safety restrictions at the site, all visitors proceeding to the site location are recommended to wear steel-toed shoes/boots during the site visit portion of the meeting. The attendance roster will be published on the County's eProcurement Portal.

Question Submission Deadline:

Questions shall be submitted via the eProcurement Portal Question & Answer feature prior to the due date and time specified. The County will not provide responses to questions received after the deadline.
Deadline to Register to Obtain Itemized Site Price List (see Section 2.1.2) (Mandatory):
June 12, 2026, 12:00pm
Bidders must complete full registration prior to the date and time specified in order to be guaranteed to obtain the Itemized Site Price List. Bidders must register electronically via the County's eProcurement Portal RSVP Manager and submit required documentation via email to the County's Procurement Representative. Firms that have registered timely will receive participation instructions.
Bid Opening Registration Deadline:
June 22, 2026, 12:00pm
Registration is required to attend the bid opening. Bidders interested in participating in the bid opening must register electronically via the County's eProcurement Portal RSVP Manager. Pricing will be available on the eProcurement Portal after the Bid Opening.
