Summary

It is the intent of these specifications, terms, and conditions to describe comprehensive, culturally responsive, trauma-informed, evidence-based clinical needs assessments and case planning services for youth ages 8 to 17 referred to the My FUTURE Center as requested by the Alameda County Probation Department (ACPD). The selected provider will deliver timely, individualized interventions that address multi-domain youth and family needs, promote positive developmental outcomes, reduce justice system involvement, and support community reintegration.

Together, these principles reflect a youth-centered, trauma-informed, and culturally responsive approach that builds on each young person’s strengths, elevates youth and family voice, and connects participants to meaningful supports that promote healing, growth, and opportunity.

Services will be delivered in close collaboration with youth and families, juvenile justice stakeholders, schools, community-based organizations (CBOs), mentors, restorative justice programs, and other service partners. Alameda County seeks a Contractor to support a sustainable, family-centered, and trauma-informed youth development model consistent with County policies and best practices.

The County intends to award a three (3)-year contract, with the option to renew for two (2) additional years, to the Bidder selected as the most responsive and responsible Bidder whose response conforms to the RFP and meets the County’s requirements.

A Bidder may be a single vendor that provides services, or a group of vendors working collaboratively to provide services. Collaborating vendors must name a single, lead prime Bidder that will submit on behalf of the collaborating vendors. The prime Bidder/Contractor must coordinate all fiscal and administrative duties as needed to provide services under the contract resulting from this RFP. If awarded, it is the prime Bidder that will enter into a contract with the County.



Background

The My FUTURE Center will operate as a multidisciplinary hub within the Alameda County Juvenile Justice Center (JJC), located in the San Leandro facility’s 2nd-floor receiving area adjacent to the Transition Center. The My FUTURE Center will provide timely assessments, case planning, and linkage services for at-promise youth ages 8-17 who are experiencing risk factors such as delinquency, family instability, behavioral or physical health concerns, trauma exposure, and socio-economic challenges—specifically youth referred for repeat low-level offenses

The target population includes youth referred for repeat low-level offenses or eligible diversion-related responses, including but not limited to youth referred through a police alternative-to-citation process. Youth referred for serious offenses are excluded unless otherwise authorized by ACPD.

The My FUTURE Center will emphasize a strengths-based, family-centered approach with active multidisciplinary involvement from ACPD and Alameda County Office of Education (ACOE).

Key features include:

  1. On-site clinicians and support staff;
  2. A welcoming youth and family lounge that may include television, games, food, creative activities, and other engagement supports, all of which must be provided by Contractor;
  3. Medi-Cal claiming for eligible services, where allowable and in compliance with applicable requirements; and
  4. Warm handoffs to community youth service providers, including providers who offer therapy, diversion, restorative justice services, life skills support, community resources, health care resources, child welfare supports, advocacy programs, and other appropriate services.

The My FUTURE Center will support ACPD and Alameda County's commitment to sustainable, trauma-informed youth development.
