Project Description: Sealed bids will be received electronically via the PennBid Program until 11:00 A.M., prevailing time on July 14, 2025, at which time the bids shall be publicly opened and displayed publicly on pennbid.net, and considered by Co-Mans, Inc. on
81 Crabtree Lane in Levittown, PA 19055 for a residential conversion of a building to develop affordable housing.
Plans, specifications, information for bidders and forms for proposals may be obtained at no cost at: pennbid.net. pre-bid meeting will be held on June 13, 2025 at 12:30 PM and June 18, 2025 at 10:00 AM. Prospective bidders need only attend one of the mandatory meetings. Bid meetings will be held at 81 Crabtree Lane Levittown, PA 19055.
Bids must be submitted through Pennbid and must be on the forms furnished by the Owner and must be accompanied by a certified check or bid bond issued by a Surety licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least ten percent (10%) of the total price bid made to the Owner.
The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of on hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner.
The Bidder’s attention is called to the fact that the project is receiving funds under Title I of the Housing and Community Development Act of 1974, as amended. The successful Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. The work to be performed under this contract is subject to the requirements of section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (section 3).
Award of Contract, if a Contract be awarded, will be to the lowest responsible and responsive bidder, but the Owner reserves the unqualified right to reject any or all bids, to waive any informalities and to accept the bid, which it deems, in its sole judgment, to be in the best interest or the organization.
