ADVERTISEMENT FOR BIDS - TABOR CITY BUSINESS INCUBATOR
Town of Tabor City
Separate, sealed BIDS for the Town of Tabor City for the Tabor City Business Incubator will be
received by the Town of Tabor City at 1108 East 5th St, Tabor City, NC 28463 until 2:00 pm
Eastern Time on June 4, 2026 and then at said office publicly opened and read aloud. The bidder
shall show such evidence by clearly displaying his or her current license number on the outside of
the sealed envelope in which the proposal is delivered, to ensure that the BIDDER is properly
licensed under Chapter 87, General Statutes of North Carolina.
This project will include improvements to the 1st floor of an existing commercial building at 110,
114, and 118 West 5th St in Tabor City, NC. The improvements include the following: adding
breakrooms to Units 114 and 118, epoxy the concrete floor in each unit, add insulation above 1st
floor of Unit 114, adding light switches, and other improvements as described in plans and
specifications.
The Information for Bidders, Bid Form, Contract Plans, Specifications and other
CONTRACT DOCUMENTS may be examined at the following locations:
1. Tabor City Town Hall, 1108 East 5th St, Tabor City, NC 28463
2. The ADAMS COMPANY, Inc., 708 Abner Phillips Rd., Warsaw, NC 28398
Digital copies of the CONTRACT DOCUMENTS can be obtained via email from the
office of the Engineer located at The ADAMS COMPANY, Inc. at 910-293-2770. Printed copies
of CONTRACT DOCUMENTS may be obtained at the office of the Engineer located at The
ADAMS COMPANY, Inc., 708 Abner Phillips Rd., Warsaw, NC 28398 upon payment of $ 300.00
for each set.
A MANDATORY Pre-Bid Conference will be held on site at 114 West 5th St, Tabor City,
NC at 10:00 am on May 27, 2026.
All project related questions are to be submitted in writing to Joshua E. Outlaw, PE at 708
Abner Phillips Rd., Warsaw, NC 28398 or josh@adamsconc.com.
The Southeast Crescent Regional Commission (SCRC) is providing partial funding
($500,000) for this project (SCRC Grant Agreement Number: SEID23NC040). Bidders must
comply with the SCRC "Construction Project Provisions" and additional instructions included in
the project bid documents/specifications.
This project is subject to the Build America, Buy America Act (BABA) requirements under
Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58. Absent an
approved waiver, all iron, steel, manufactured products, and construction materials used in this

project must be produced in the United States, as further outlined by the Office of Management
and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy
America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
The Town of Tabor City is committed to and supportive of efforts to effectively maintain
and/or increase the use of Small and Minority/Women owned business and Historically
Underutilized Businesses (HUB) contract participation for Construction Projects, services
(including professional and consulting services) and commodities purchases.
No bidder may withdraw his/her bid within 60 days after the actual date of the opening
thereof.
The Town of Tabor City reserves the right to waive any informalities or to reject any or all
bids.
