MANDATORY SITE VISIT
A mandatory site visit(s) will be held on 05/14/25 at Riverview Tower behind the Concord Township Fire Department No. 341 at 7990 Dublin Rd. Delaware, OH 43015, to survey the facility and discuss the requirements of the solicitation. The site visit will commence promptly at 10:00 AM, barring an unforeseen circumstance that results in a delay of the site visit. Attendance will be taken. The state will not be responsible to a supplier for their failure to obtain information discussed during the site visit due to their arriving after the site visit has convened. Suppliers who fail to attend the mandatory site visit will be deemed not responsive.

MINORITY BUSINESS ENTERPRISE (MBE) SET ASIDE

The State is committed to making more State contracts and opportunities available to minority business enterprises (MBE) certified by the State of Ohio pursuant to Section 122.921 of the Ohio Revised Code and Rule 123:2-14-01 of the Ohio Administrative Code, as those provisions may be amended, renumbered, replaced or otherwise modified. This solicitation is being issued as a minority set aside contract in accordance with Section 125.081 of the Ohio Revised Code. All suppliers must be an Ohio certified MBE as of the solicitation due/opening date. Pursuant to OAC 123:2-14-02 (V), suppliers are required to be certified in the appropriate UNSPS Code for the products, supplies, or services specified in the solicitation. If a certification application has been submitted that needs to be expedited to meet the solicitation due/opening date, contact the Minority Business Development Division at the Department of Development. Any supplier seeking to submit a response to this solicitation must provide a copy of its Ohio MBE certification with its response. The supplier must maintain a valid certification throughout the term of the Contract, including any renewals. Failure to maintain a valid certification will be considered a breach of the Contract.

This contract is for the ongoing maintenance, repair, and replacement of emergency backup generators and full-service electrical services at more than 200 MARCS Tower Sites for The State of Ohio, Department of Administration (DAS), Multi-Agency Radio Communication System (MARCS) Services.

DAS/Office of Information Technology (OIT) MARCS is a complex computer and communications network designed to provide instant voice and data communication and supply a communications backbone to statewide public safety and emergency management in a single system. The system uses a secure, interference-free, IP-based P25-compliant 700/800-megahertz digital-trunked radio system that provides mobile, voice, data, and vehicle location services as well as computer-aided dispatching. MARCS infrastructure consists of over 200 towers located throughout the state. At each tower location, there is a shelter that houses the MARCS equipment. Every site is critical to the communications of our First Responders and therefore reliability is a must, thus each site has a backup generator to maintain the site in the event of power loss. The current generators are ageing and therefore need to be replaced to maintain the reliability that is needed and expected of the MARCS system. Generator replacements are an ongoing need and projects will be identified as needed.
