Landscape Maintenance Services at Harry S Truman National Historic Site, Grandview, MO

The purpose of amendment 0003 is to provide questions and answers.

Q1: Is weed control and fertilizer allowed on site?
A1: No. Vinegar, soap and water is used for weeds, no pesticides and herbicides at the farm.

Q2: Can the walkways, parking lot, roadways be treated with chemicals and to remove the weeds growing between cracks in hard surfaces?
A2: No, unless it is the above mixture.

Q3: Are you looking for grass clippings to be vacuumed weekly or can they be mulched and left as long as the property looks good and there are no rows or obstructions of built-up grass clippings.
A3: They can be mulched as long as it looks good.

Q4: In the event of a storm am I responsible for removing all debris, tree branches, downed trees, etc...?
A4: No, the Park Service will take care of downed limbs. If you see limbs down, please notify us so we can address them.

Q5: Is there a limit for branch size I.E. " Anything over 4" in diameter and/or over the length of 8' will be liable for negotiation and quote for removal"
A5: No, the Park Service will take of them. If they can be moved to the brush pile, that would be helpful.

Q6: There are a few different trees on the property with large sections of dead tree or branches, are they expected to be managed under this contract or able to be negotiated upon need to resolve?
A6: That is not part of the scope of work. The park may procure services at a future date under a method other than a contract that may be awarded for this project.

Q7: Is mowing to be completed on Wednesday weekly or if it's noticed to be long enough to need cut on a day or two prior, can it be serviced beforehand? Or if it's noticed to be not growing as fast, can it be serviced on Thursdays?
A7: Both of these are fine. Is this mowing once weekly? There are times later in the summer where it doesn't need to be mowed weekly.

Q8: The new trees and shrubs that have been plants. Are they being watered and taken care of? Who is responsible for watering if so?
A8: The Park Service is responsible for watering those. Some are smaller but will be marked.

Q9: In the event that the contract is extended will a spring cleanup be supported and expected?
A9: Yes, it will be needed and shall be included in your quote.

Q10: Lot A: (YELLOW) 2.5 acres - Is the tree and debris line down the middle of the two roadways expected to be maintained?
Q10: No. We are in the process of purchasing equipment to remove vegetation from the middle section.

Q11: Lot B: (Green) 5 acres - Where is the boundary to the North? Is it the smaller tree line with pink/ orange stakes or will it be with fence/ shrub line? If it is the shrub line what is the expectation with that, are you looking to control growth and shape the shrub area or let it grow naturally?
A11: We would like to control that growth, but at this point, we do not have the manpower to do it.

Q12: There are trees and a pile of branches in the area that are dead/ dying. Is there an expectation to remove the dead branches or will that be a separate bid when or if those are damaged in a storm?
A12: That is not part of the scope of work. The park may procure services at a future date under a method other than a contract that may be awarded for this project.

Q13: Lot C: (RED) 4 acres - Are the trees in this area maintained/ watered?
A13: If this is behind the paint shop, then yes.

Q14: Mowing Frequency Across Parcels - The SOW references a weekly scheduled landscape management program. To confirm, does this weekly cadence apply equally to all three parcels (Areas A, B, and C)? Or are there specific areas that should be serviced at a different frequency?
A14: It applies to all three parcels.

Q15: Initial Condition vs. Ongoing Maintenance - During our site visit, we noted several overgrown areas. Should the initial scope of work include bringing the grounds up to a clean and presentable Mo Kutz standard such as clearing overgrowth, trimming trees/shrubs for visual appeal, and full landscape revitalization or is the expectation to simply maintain the current condition going forward per the written requirement within the SOW and addendums?
A15: Maintain the condition going forward per the Scope of Work.

Q16: Clarification on Historic Structure Care - The SOW notes the importance of removing vines and climbing plants from historic structures. Could you please clarify whether there are specific buildings or structures that require heightened sensitivity or unique methods when performing vegetation removal?
A16: Vines or climbing plans shall be removed from any/every historic structure on a regular basis using methods appropriate for the particular surface the vine/plant is attached to.

Q17: Tree and Shrub Maintenance Standards - Are there defined trimming standards or limitations for trees and shrubs (e.g., clearance height, canopy width, preservation of specific species) that we should be aware of due to the historical nature of the site?
A17: Adhere to the Scope of Work.

Q18: Pre-Performance Cleanup Requirements - Is there an expectation of a pre-performance cleanup or site prep before the regular weekly maintenance cycle begins, especially in the areas impacted by construction fencing or the recently planted vegetation?
A18: No.
