INTRODUCTION
The City of Antioch seeks to retain the services of a qualified contractor to perform pigging
operations for the City on an as-needed basis. The City intends to enter into a three (3)-year
agreement with the selected consultant, with the option, at the City’s sole discretion, to extend
the contract two (2) additional years.
The City operates a 4.3-mile-long brine line that will need to be pigged routinely to maintain the
integrity and operation of the system. Pig launching and retrieval station have been installed at
either end of the pipeline. Pigging operations will begin at the City’s Water Treatment Plant (WTP),
located at 401 Putnam St, Antioch, CA 94509, and will be recovered at Delta Diablo located at
2500 Pittsburg-Antioch Hwy, Antioch, CA 94509.
The deadline for submission of qualifications for this work is April 8, 2026, at 2:00 P.M.
SCOPE OF WORK
PROJECT REQUIREMENTS
A. Furnish necessary personnel, materials, and equipment to conduct the initial pig
cleaning operation of the brine disposal pipeline.
B. Refer to Attachment B for schematic of pigging operations.
C. Existing Pipe Size and Materials:
1. 14-inch High Density Polyethylene (HDPE) (AWWA C906).
2. Actual ID: 12 inches.
3. All elbows have 42-inch radius (min).
D. Nominal pressure and velocity available for pigging operations:
1. Available pressure from fire hydrant near pig launching vault at the WTP: 65
pounds per square inch.
2. Pipeline profile falls approximately 140 feet from the high point at the pig
launching vault at WTP to the connection to the outfall at Delta Diablo.
3. Normal operational velocity in pipeline: 1,400 gallons per minute at 3.9 feet per
second.
E. Pipeline/cleaning/testing lengths:
1. Well Field section:
a. Length: 22,700 feet (4.3 miles) from pig launch vault at WTP to outfall at
Delta Diablo.
b. Launch Vault at WTP: See contract drawing 25C03. For layout of pig launch
vault.
c. Receiver Vault at Delta Diablo: See contract drawing 25C07.
F. Water for testing:
1. Water for testing and cleaning will be provided by the City from the nearby fire
hydrant.
G. Modifications to facilities for pipeline pigging operations:

1. Pig Launching at WTP: Contractor shall provide all temporary fittings and
flanges needed for connection to the blind flange on the brine pipeline inside the
vault, water connections, valves, piping, and other materials as needed for pig
launching operations.
2. Pig Retrieval at Delta Diablo: Contractor shall provide all temporary fittings and
flanges needed for connection to the blind flange on the brine pipeline inside the
vault. Contractor shall also provide temporary storage tanks in the area shown in
Attachment B for collecting all water and solids from the pigging operation.
H. Disposal of water: Contractor shall be responsible for hauling away and legally disposing
of all collected water and solids within three (3) days of completing pigging operations.
I. Contractor responsible for coordination and compliance with Delta Diablo.
PERFORMANCE/DESIGN CRITERIA
A. Foam Pigs:
1. Materials: Open-cell polyurethane foam body with densities as specified in this
Section.
2. Spiral bands: Criss-crossed urethane bands used to assist in rotating the pig as if
moves through the pipeline.
3. Pigs shall be able to through reductions of up to 60 to 65 percent of cross-sectional
area of the nominal pipe.
4. Pig Cleaning Contractor shall provide the size and style of progressive pigs as
necessary to the conduct the initial cleaning operations.
B. Pig tracking system to be used by Contractor:
1. Transmitter is designed for the length of pipe being tested.
2. Receivers and wands as needed.
3. Batteries as needed.
EXECUTION
PREPARATION
A. Pipeline shall be cleaned to remove most dirt and other foreign matter within the pipeline.
Satisfactory precautions shall be taken to prevent scratching or scraping of interior wall
surfaces.
INSTALLATION
B. General:
1. New pig launching and retrieval vaults shall be used along with temporary facilities
provided by the Contractor. Review Appendix A (Launching and Receiving Vaults)
for equipment layout areas.
2. Install pigs in accordance with Pig Manufacturer's recommendations.
C. Pigging:
1. Prior to start of pigging operations, the Contractor shall assist in verifying that all
pipeline isolation valves are fully open.

2. Prior to the use of the standard foam pig, a line-size swab made of soft plastic
foam shall be sent through the pipeline to ensure the piping systems fittings, valves
and interior dimensions will allow the initial cleaning pig to pass through without
being trapped with the pipeline.
3. Progressive pigging operation: Upon examination of this initial swab, subsequent
pigs of varying diameters and/or densities shall be sent through the pipeline until it
can be determined that no obstacles and/or restrictions exist within the pipeline for
the stand pigging operations.
4. Complete the final pigging operation by passing the specified line-size bare foam
pipe through the pipeline. The pig tracking transmitted shall be installed for this
final run.
5. Contractor shall be responsible for locating and removing the pig should it become
lodged in the pipeline.
6. Upon completion of cleaning operations remove the Pig Launching and Retrieval
Facilities and reinstall blind flanges in the vaults.
7. Return all valves to original position.

FORMAT OF THE STATEMENT OF QUALIFICATIONS
The submittal is to be prepared in a bound 8 ½” x 11” format limited to approximately 25 pages,
including brochures. Covers, dividers are not included in the page count. In addition, any
information that needs to be returned should not be submitted. The Consultant is requested to
include the following information in the SOQ. It is expected that the SOQs will follow the order
listed below:
Cover Letter introducing the firm and describing why you want to be considered. Provide
location of the office that will be performing the work
Organization Chart for the Project Team
Brief Information for Key Staff including education, directly related experience, description
of their assignment on this project, and résumé
A list of proposed sub-consultants, and a description of their proposed services
Summary of the Company’s Relative Experience and Performance
Summary of Approach for Completing the Work
Detailed Scope of Work of Activities Required
List of contracts/agreements terminated for convenience or default within the past three
years, if any.
List any litigation that now affects or may affect in the future consultant firm’s ability to
perform.
Confirm your firms’ ability to meet contract & insurance requirements.
Anticipated Labor Effort by Task and Classification for Each Activity
Milestone schedule for Project Completion
ADDENDA
All questions regarding this RFQ must be submitted via email to Marcus Woodland at
mwoodland@antiochca.gov by April 1, 2026, at 4:00 P.M. Questions received after this deadline
will not be considered. Responses to all submitted questions will be issued via written addendum
and published to the City website. Any addenda issued for this RFQ must be acknowledged and
included within the proposer’s SOQ. The addenda will not count toward the page limit.
CONSULTANT SELECTION PROCESS
Enclosed is a copy of the City of Antioch’s Maintenance Services Agreement. By submitting a
proposal for this work, a firm agrees to comply with all terms and conditions outlined in the
agreement.
It is anticipated that from the qualifications submitted, City staff will be able to select the firm best
suited to meet the City’s needs. However, if that is not possible, the City will ask a “short list” of
firms to meet with staff to discuss the project and the firm’s qualifications. The City will negotiate
a professional services contract for the work after staff have determined the best qualified firm.
