The City of Torrington is issuing this Request for Qualifications (RFQ) and Request for Proposal (RFP) to retain an environmental consultant team to complete the environmental assessment, hazardous building materials investigation, and a building feasibility study of the three (3) combined parcels located at 52 Norwood Street, Torrington, CT.
