This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Gulf Coast Veterans Health Care System is seeking, preferably Service-Disabled Veteran Owned Small Businesses, or Small Businesses (but will accept other than small business for market research purposes), capable of providing various types of carpet tiles and luxury vinyl tiles to the Engineering Service, Biloxi, MS.

DRAFT STATEMENT OF WORK

Gulf Coast Veterans Health Care System, Carpet and Luxury Vinyl Tile (LVT) Contract.

Background: The Gulf Coast Veterans Health Care System (GCVHCS), Biloxi, MS, requires a reliable supply of commercial-grade carpet and luxury vinyl tile to support ongoing maintenance and renovation projects across multiple buildings. This contract ensures consistent quality, availability, and timely delivery of carpet materials to meet facility standards.

This contract includes the supply and delivery of various types of carpet tiles and broadloom carpet, including but not limited to:

Scope A:

Nylon and solution-dyed fiber carpets
Anti-microbial and stain-resistant finishes
Various pile heights and backing types (e.g., PVC-free, cushion-backed)
Matching transition strips and adhesives

Scope B:

Commercial-grade, high-performance wear layer
Minimum thickness: 2.5mm
Wear layer: 20 mil (0.5mm)
Size: 18" x 36" or as specified by Owner

The vendor shall deliver all carpet materials to the Biloxi VA Medical Center, Warehouse and resupply as needed based on usage reports provided by Supply Chain Management.

Specifications/Characteristics A:
The carpet must meet the following minimum specifications:

Durability: Commercial-grade, minimum 10-year, wear warranty
Fire Rating: Class I per ASTM E648
VOC Compliance: Must meet or exceed CRI Green Label Plus standards
Dimensions: Carpet tiles (24" X 24", 18" X 36", etc.) and broadloom (12 width)
Color/Pattern: As specified in the attached selection sheet
Installation: Materials must be compatible with VA-approved installation methods


Specification / Characteristics B: Slip Resistance ASTM D2047, 0.6 dry
Static Load Limit: ASTM F970, 250 psi
Dimensional Stability: ASTM F2199, 0.020 in./ft.
Flexibility: ASTM F137, passes 1" mandrel
Resistance to Chemicals: ASTM F925, no more than slight change
Fire Rating: ASTM E648, Class I
Smoke Density: ASTM E662, 450
VOC Emissions: Floor Score® Certified or equivalent low-VOC rating

Resupply and Inventory Management

Supply Chain Management will monitor carpet usage and notify the vendor when resupply is needed. The vendor must maintain adequate stock levels to ensure timely fulfillment of future orders.

This purpose of this procurement is for the supply and installation of 4,000 square feet of carpet tile and 4,000 square feet of luxury vinyl tile flooring to support ongoing and upcoming facility upgrades across multiple GCVHCS locations.
