Justification statement for the no substitute requirement associated with IFB

The Pennsylvania Department of Environmental Protection (DEP) currently uses an older version of the Streamline Pro as part of its air quality monitoring network instruments. These instruments have been used since 2008, but are increasingly coming into disrepair, with many parts for the original model no longer available on the market. The field staff is knowledgeable in the use of this instrument which will save us time because no training will be needed. This is especially important, since we are currently short staffed. Additionally, DEP is currently updating its meteorological monitoring network.

The reasons for a “No-Substitute” on “Streamline Pro MultiCal System Model SX (2-25 lpm)” for this purchase is as follows:

• “Steamline Pro MultiCal System Model SX (2-25 lpm)” – The entire network, made up of more than 60 monitoring sites, is currently using an older version of this instrument and has been since 2008. This will save the Bureau of Air Quality implementation time in being readily available and allow quick integration

• Training and Support – No training would need to be provided to the site operators, which would be very difficult to do with current staffing levels. With a new brand of “streamline instrument”, troubleshooting help from the central workshop would not be available.

• Sensor Compatibility – Using current brand of streamline work’s well on providing needed flow information from current network sensors.

• Standard Operating Procedures (SOPs) – A new brand of Streamline Instrument would require the writing of a new technical SOP for field operations that requires EPA approval. These SOPs require many personnel hours for writing and reviewing.
