PROJECT STATEMENT and SCOPE OF WORK
FOR TV SERVICE FOR THE HOLLIDAYSBURG VETERANS HOME
COMMUNITY LIVING CENTER
THE DEPARTMENT OF MILITARY AND VETERANS’ AFFAIRS
I. Objectives.
A. General. The Department of Military and Veterans Affairs (“DMVA”) is seeking to award a contract for the TV service for the new Community Living Center (“CLC”) at Hollidaysburg Veterans Home (“HVH”) in accordance with this project statement.
B. Specific. HVH is located at 138 Veterans Boulevard, Duncansville, PA 16635.
The contract will cover the cabling to obtain TV service to the CLC. The infrastructure within the node building to the facility is in place for vendor use. The feedline from the road to the node has two options for the installation/use to bring services to the node building point of demarcation. Those options are outlined in this project statement.

D. Method of Award and Term of Contract. DMVA shall award the contract to the lowest responsive quote.
It is DMVA’s intent to establish a five-year contract with the allowance of up to a 5% increase each year. The term of the contract will commence on the executed effective date and end on the expiration date identified on the contract. Services will begin as specified in the project statement or notice to proceed letter, whichever is the later. DMVA reserves the right, upon written notice to the awarded contractor, to extend the term of the contract or any part of the contract for up to 90 days under the same terms and conditions.
E. Site Visit. DMVA shall hold a site visit at HVH CLC on Wednesday February 4th, 2026 at 10:00 AM. To RSVP for the site visit, email Kaitlyn Snyder at kaisnyder@pa.gov no later than Monday February 2nd, 2026 by 2:00 PM.
II. Minimum Solicitation Qualification Requirements.
A. Pricing. Potential bidders shall submit pricing for all line items/services requested by DMVA.
III. Project Statement.
A. Existing Cable Network Infrastructure. Listed below is the current existing network infrastructure located at HVH CLC.
1. A 24-strand single-mode fiber cable (“Feed Line”) with SC/APC (subscriber connector with angled physical contact) connectors on both ends between the road and the node building;
2. fiber and coax cabling between the node building and CLC Main Distribution Frame (“MDF”); and
3. fiber and coax cabling from the MDF to the Intermediate Distribution Frames (“IDFs”) (wire closets - 1 per floor); and
4. coax and cat 6 cabling from the IDFs to the residents’ rooms and common areas.
B. Contractor Cable Network Options. The awarded contractor shall choose one of the two actions listed below to provide services to DMVA. DMVA currently has an existing 4” conduit from riser to node. Additionally, the awarded contractor shall obtain any pole rights necessary to provide services to DMVA.
1. Utilize the existing DMVA Feed Line from the road to the node building.
2. Utilize the conduit pathway to install a contractor-supplied Feed Line to the node building.
C. Contractor Utilization of DMVA Network Cable Infrastructure. The awarded contractor shall use the existing Commonwealth network cable infrastructure from the node building to the 200 resident rooms and approximately 51 common areas.
D. TV Channels. The awarded contractor shall provide at minimum the following service channels: local sports and news, national sports and news, C-SPAN, the western station, and the black and white movie station. The channels currently provided at the HVH resident buildings are included in Appendix 1.
E. Service Agreement. DMVA and the awarded contractor shall enter into negotiations for a service agreement to provide cable TV services to the HVH CLC building. If an agreement cannot be reached during negotiations, the awarded contractor will be considered non-responsive.
F. Hours of Operation. The awarded contractor shall perform inspections and routine on-call repairs within normal business hours. Emergency repairs or special requests may be performed outside of normal business hours. All work performed outside of normal business hours must be pre-approved by the HVH point of contact (“POC”) or designee. Normal business hours are Monday – Friday from 7:00 AM through 3:00 PM.
G. Final Inspection. DMVA reserves the right to conduct a final inspection and acceptance test of all work or deliverables acquired under this contract.
H. Project completion: The awarded contractor shall complete the installation and training of end user no later than April 1st, 2026.
I. Facility Security Procedures. Each time the awarded contractor’s employees provide services at HVH, they will be required to sign in at the security desk at the main entrance of the facility, obtain contractor identification badges, and report to the HVH POC, prior to the provision of services under this contract. Upon completion of the services, the awarded contractor’s employees must return to the security desk, sign out, and return all badges issued to them. The awarded contractor shall follow all required security procedures of each location within the facility in addition to any other pertinent identification or requirements as deemed necessary by DMVA. Particularly sensitive areas may require HVH staff to accompany the awarded contractor’s employees. These procedures may vary from work location to work location and must be adhered to. The awarded contractor will provide all necessary paperwork for facility designee to sign verifying services rendered.
J. Facility Policies and Procedures. The awarded contractor’s shall ensure that all employees providing services at HVH follow all policies and procedures of HVH. The awarded contractor may obtain a copy of all HVH policies and procedures from the HVH POC.
K. Pcard Usage. DMVA shall reserve the right to use pcard for monthly service payments as needed.
L. Like Services/Increase and Decrease Quantities. The DMVA Reserves the right to add like services or supplies to the contract not listed in the original solicitation or contract if a need arises. The awarded contractor will be notified in writing when services or supplies have been added. DMVA reserves the right to increase and decrease quantities resulting from variations between any estimated quantities in the Contract and actual quantities.
M. Qualification/Scope of Work Changes. The DMVA reserves the right to change qualifications and/or scope of work items to enhance the success of the service.
N. Compliance. All services and supplies provided must be compliant with the most current applicable Federal, State, and Local, Standards, Laws, Guidelines, Licensure Requirements, and Regulations (Requirements). In any event where the awarded contractor creates a scenario where the contracting agency is found to be out of compliance with any Requirements the awarded contractor will be liable and responsible for any damages suffered by DMVA. All non-compliance issues must be addressed and resolved by the awarded contractor within (48) forty-eight hours of notification to the awarded contractor. It is the awarded contractor’s responsibility to ensure they are complying with all Requirements, including any updates throughout the duration of the contract, regardless of being provided them specifically by DMVA.
