Summary

Central Ohio Behavioral Healthcare (COBH) is soliciting bids for a contractor for drywall repair on hospital grounds.

SCOPE OF WORK AND DELIVERABLES


The Request For Proposal (RFP) is not for a single repair job but rather to establish an agreement on terms and conditions for our maintenance staff to contact when repairs are needed through 06/30/27.  We are budgeting for 500 hours of labor plus materials each fiscal year.

Contractor will assess damaged area(s) and advise COBH maintenance staff of proposed repair work needed.  Contractor will spackle, patch, or replace damaged drywall where needed.  Removal of damaged drywall must be to the nearest stud.  Any replacement must be with liked drywall to match with existing drywall.  All repair work must conclude with surface finish and ready for paint.  Contractor must provide COBH maintenance staff an estimated number of hours for each repair work and any material cost on a work order.  Each work order must be approved by COBH maintenance superintendent prior from any work to begin.  Materials should be included when submitting a bid.  When submitting bid, please provide the percentage of overhead added on top of material cost.  COBH reserves the option of purchasing materials from another supplier if deemed appropriate based on estimates provided prior from repair work.

Contractor may sub-contract the work, but contractor is responsible for the billing and contractor must guarantee the quality of work performed by any sub-contractors they hire.

COBH is a 24/7 facility and we will request and schedule services between 7:30am to 4:00pm Monday through Friday.  However, contractor should have after-hour (Emergency) services available.  Services requested outside of 7:30am to 4:00pm, weekends, and holidays must be clearly described as overtime/holiday rates (if applicable).  Contractor should have adequate personnel to be capable of responding to emergencies.  Response time shall be no more than 2 hours.

Controlling Board Threshold: In accordance with Ohio Revised Code 127.162, this solicitation may be subject to Controlling Board threshold. Bids received will be reviewed against our Agency’s Controlling Board threshold. Suppliers exceeding our Agency’s Controlling Board threshold may prevent us from awarding a contract to your organization.

Evaluation Process


OhioMHAS’s evaluation process of responses submitted to this request may consist of up to four distinct phases:
  1. OhioMHAS’s initial review of all proposals for timely submission;
  2. An evaluation committee review of the proposals for defects and scoring;
  3. OhioMHAS’s request for more information (clarifications, interviews, presentations, and/or demonstrations); and,
  4. Negotiations or best offer requests.

At its sole discretion, OhioMHAS will determine whether phases three and/or four are necessary under this RFP, reserving for itself the ability to eliminate or add phases three or four at any time during the evaluation process. OhioMHAS may add or remove sub-phases to phases 2 through 4 at any time if MHAS believes doing so will improve the evaluation process.

Proposal Evaluation Criteria
In the proposal evaluation phase, OhioMHAS staff or reviewers selected by OhioMHAS (the committee) will rate the proposals submitted in response to this RFP based on the following criteria and weight assigned to each criterion.
