The Wastewater Capacity Improvements Project consists of the construction and replacement of sanitary sewer infrastructure within Basins 4 and 6 in the City of St. Helens. The project is intended to increase system capacity, improve reliability, and address existing conveyance deficiencies in key portions of the collection system.

Work includes installation of approximately 12,449 linear feet of new sanitary sewer pipe of varying diameters, including 10-inch, 12-inch, 15-inch, 18-inch, 24-inch, 27-inch, and 28-inch pipe. Pipe materials include PVC and HDPE. Portions of the work will be constructed using trenchless methods, including installation of the 24-inch PVC pipeline and approximately 1,564 linear feet of 28-inch HDPE pipe. The project also includes a trenchless crossing beneath an active railroad.

Additional improvements include rechanneling 18 existing manholes and installation of 49 new manholes. Associated utility and surface restoration work includes approximately 150 linear feet of water line relocation, 383 linear feet of storm drainage pipe replacement, trench backfill, asphalt paving, sewer system testing, and restoration of disturbed landscaping and surface features.

A portion of the work occurs within the U.S. Route 30 right-of-way and will require coordination with and inspection by the Oregon Department of Transportation.

This project is funded in part through the Clean Water State Revolving Fund (CWSRF). As such, the Contract Documents include federally required provisions. Contractors shall comply with all applicable CWSRF requirements, including but not limited to federal labor standards (including Davis-Bacon wage requirements), American Iron and Steel (AIS) provisions, and applicable environmental and reporting requirements.

A Mandatory Pre-Bid Conference was held in the Columbia Room at the City of St. Helens City Hall at 265 Strand Street, St. Helens, Oregon 97051 on April 29, 2026, 2:00 PM to provide prospective bidders with the opportunity to visit the site and ask questions relating to bidding or constructing the work under this Contract.

Bids are due and will be publicly opened and read at 2:00 P.M. Thursday, May 28, 2026 in the Columbia Room at the City of St. Helens City Hall at 265 Strand Street, St. Helens, Oregon 97051.

Project costs are estimated between $22 million and $24 million.

I. ANSWER TO QUESTIONS FROM BIDDERS
1. Q: Can you confirm that the 24” C900 DR25 in trenchless areas does not need to be
fusible and can be the eagle loc/certa lok or diamond lok?
A: Yes, restrained joint for the trenchless PVC is acceptable.
2. Q: All trenchless shafts include identifier callouts such as “launch/receiving shaft or
pit (contractor design),” except at location M13A (13th and Tualatin St., Drawing C-
147), where the callout is noted as “receiving pit” only. Please confirm whether this
designation is intended as a specific constraint requiring the Contractor to utilize
this location solely as a receiving pit, or if it is also intended to allow Contractor
discretion to use it as either a launch or receiving shaft consistent with other shaft
locations.
A: Contractor could use this as a launch shaft if desired. Rock and excavation
quantities for payment will be based solely on the size of the pit on Drawing C-
147.
3. Q: The plans show all 28” HDPE as DR26 in area’s where it is incased in the 42”
Steel pipe and where it is not being in cased also. The specs attached say pipe being
incased needs to be DR26 and where it is not incased it needs to be DR17. Should
we go off the plans or the spec? This will change bid item A-22 mainly if we need to
quote DR17 for area’s pipe is not incased.
A: DR 26 for all
4. Q: What is the likelihood that either Schedule A or B will not be used and not issued
a contract for per Note 7 on Page 15 of the bid schedule?
A: The likelihood of those options are based on the bid results so the City can’t
answer this question before the bid opening.
5. Q: Would one Schedule have preference over another for bidding purposes and
would the entire bid be used to select the GC or would the individual Schedule be
used to select the GC?
A: One schedule does not have preference over the other. If the City completes
both schedules then the entire bid would be used to select the General
Contractor.

6. Q: Do the new manholes need to be coated on the inside? Do the existing manholes
get recoated?
A: No
II. REVISION TO SPECIFICATIONS
1. FIRM OFFER (BID) AND SCHEDULE OF PRICES
REPLACE the FIRM OFFER (BID) AND SCHEDULE OF PRICES from Addendum 3 in its
entirety with the attached REVISED FIRM OFFER (BID) AND SCHEDULE OF PRICES
which changes Bid Item A-21 from a “24” Concrete Storm Pipe, Open Cut Trench”
to a “24”x18” CMP Arch Storm Pipe, Open Cut Trench”. It also adds an “Abandon
Manhole” Bid Item (A-39) to Schedule A and changes the quantity of Bid Item B-35
“Abandon Manhole” from 5 to 6.
2. SPECIFICATION SECTION 01620 – MEASUREMENT AND PAYMENT
REPLACE the revised Specification Section 01620-Measurement and Payment from
Addendum 3 in its entirety with the attached REVISED Specification Section 01620-
Measurement and Payment to reflect the changes in the attached bid schedule.
Changes include adding CMP arch to the Storm Pipe, Open Cut Trench
measurement and payment in paragraph 1.8 and changing the work description for
the Abandon Manhole measurement and payment in paragraph 1.17.
III. REVISION TO PLAN SHEETS
1. On Plan Sheet C-116, REPLACE note 1 from Addendum 3 with the following:
“1. CONTRACTOR SHALL ABANDON MH BY REMOVING MINIMUM TOP 3' OF MH
AND FILL REMAINING VOID W/ CLSM.”
2. On Plan Sheet C-122 from Addendum 3, REPLACE note 6 with the following:
“6. CONTRACTOR SHALL ABANDON MH BY REMOVING MINIMUM TOP 3' OF MH
AND FILL REMAINING VOID W/ CLSM.”
3. On Plan Sheet C-124 from Addendum 3, REPLACE note 5 with the following:
