Solicitation Description:

The existing Central Plant direct digital control (DDC) system is deficient in meeting moder automation and energy efficiency standards. Currently, no functional automatic sequence is available, forcing operators to manage the chiller plant manually. This situation, combined with outdated controllers and limited processing capabilities, significantly hinders efforts to maintain optimal performance and impedes the implementation of energy-saving strategies.

Additionally, a shortage of plant operators exacerbates the risk of operational disruptions, since continuous manual oversight is required in absence of a reliable automated sequence of operation (SOO)>

To address these critical issues, a comprehensive DDC upgrade is planned. New controllers with enhanced processing power and memory will replace existing units, and a more resilient network architecture will be implemented. This upgrade will enable fully automated chiller plant operations while preserving manual override capabilities as needed. The project scope includes improvements to the chiller water, condenser water, and ancillary plant systems, excluding steam production systems.
