a. The Greater Orlando Aviation Authority (Aviation Authority) desires to employ the services of a Consultant to provide professional and related services required in connection with Airport Consulting Services at Orlando International Airport and Orlando Executive Airport (the "Airports"); and
b. The proposed Agreement will be to provide professional consulting services which may include but are not limited to the following: Recommending rental and other charges for use of airport facilities and in projecting revenues to be derived from the operation of the Orlando International and Orlando Executive Airports, estimates and financial projections, Rates and Charges Analysis, FAA Policy on Rates and Charges, Airport Service Facilities Fee Analysis, Aviation Market Studies, Capital Program Financial Analysis, Feasibility Reports for Bond Issuance, Eligibility, and other matters necessary to support the Aviation Authority.
c. The appointment period, if awarded following the Solicitation process, will be for five (5) years with the initial service to commence on or about July 1, 2025. The appointment between the successful Respondents and the Aviation Authority will be non-exclusive.
Orlando International Airport (MCO) is operated and managed by the Greater Orlando Aviation Authority (the “Aviation Authority”). It is expected that more than fifty-five (55) million domestic and international passengers will travel through MCO during the 2024-2025 fiscal year.
As of September 2024, MCO is served by 38 commercial airlines and 7 cargo carriers.
MCO, like all airports in the United States, is self-sustaining, with Airport revenues being generated from user fees, concessions, and airline revenues. No local taxpayer dollars contribute to the operation of MCO.
It is important for the Consultant to note that the Airport environment presents the Respondent with a set of unique challenges which are not typical of any other environment.
