The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and award a modification to Delivery Order N0001923F2620 under Basic Ordering Agreement (BOA) N00019-22-G-0002 to the Bell Boeing Joint Project Office, 401 Tiltrotor Drive, Amarillo, TX 79111 on a sole source basis to include additional Qualification Testing, Triple Melt of the inner and outer races of the input quill assembly, corrosion and stress related requirements in support of improved PRGB Input Quill/Clutch Step 1 Engineering Change Proposal (ECP) Non-Recurring Engineering (NRE) efforts for the MV-22, CV-22 and CMV-22 Osprey aircraft.
This action is being awarded on a sole source basis to the Bell Boeing Joint Project Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204 (a)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement electronically to the Point of Contact(s) listed within this notice. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
