Custom Crime Scene Truck Body Upfit
1.0. Overview and Purpose
The Ohio Attorney General’s Office (“AGO”) is seeking quote submissions in response to this Request for
Quotations (RFQ) to secure goods or services as defined below.
Ohio Attorney General Dave Yost is an elected official who is the Chief Law Officer for the State of Ohio and
its agencies, boards and commissions, pursuant to Ohio Revised Code Chapter 1091. The office consists of
about 1,600 employees in nearly 40 distinct sections that advocate for consumers and victims of crime,
assist the criminal justice community, provide legal counsel for state offices and agencies, and enforce
certain state laws.
The AGO Bureau of Criminal Investigation (“BCI”) is soliciting quotes for one (1) custom truck body upfit
installed on a BCI owned Crime Scene Truck Chassis to provide investigators a complete and functioning
work van to assist BCI staff at crime scenes.
Responders to this RFQ are referred to herein as “bidders,” “offerors,” “supplier,” or “vendors” and these
references may be used interchangeably throughout this RFQ and have the same meaning.
2.0. Required Items and Deliverables
The AGO is soliciting firm, fixed pricing for a custom-built truck body upfit on a BCI owned Crime Scene truck;
model Ford F-350 Super Duty 4x4 Chassis Cab. Quotes must include all items on parts list and labor.
If a bidder offers any alternates, the bidder must submit a detailed description of the alternate offered and
how the proposed alternate meets or exceeds the quality of the specifications. The AGO reserves the right to
determine whether any proposed alternate meets the specifications.
2.1. Upfit Parts List
2.1.1 Exterior Upfit Construction
1. Custom Aluminum Crime Scene Van Body 10’ Long x 7’ Wide x 6’ Inside height box van-style
truck body, all aluminum construction, 4” structural channel longsills, 3” structural channel
crossmembers on 16” centers, 1”x6” extruded aluminum floor plank, 1-1/2” box tube wall

framing, .040” prepainted white aluminum exterior skin, taped to studs, screwed at seams, .040
seamless aluminum roof over 1-1/4” roof bows on 24” centers, extruded radius front corner
posts, top rail and bottom rub rail, cast aluminum front corners and radius roof leading edge, and
19” formed aluminum rear corner posts and door header.
2. Integral side compartments w/ exterior access on both sides as follows: 31”L x 60”H x 17”D
front compartment, 36”L x 24”H x 17”D rear under-floor compartment w/ double door.
3. Continuous integral wheel skirt w/ wheel flare.
4. Double panel aluminum compartment doors with stainless steel external strap hinges and whale
tail compression latches, clip-on automotive-style door seal, and gas spring door holders.
5. 44”W x 72”H rear door opening w/ aluminum roll-up shutter door and recessed entry step.
Shutter door locks independently from compartments and can be operated from inside
6. 12”D Full-width aluminum rear deck bumper w/ handrails and folding entry step.
7. Body side compartment exterior and doors painted white to match body exterior skin. Corner
vertical and roof perimeter extrusions left natural aluminum.
2.1.2 Interior Upfit Construction
1. Body floor, Rear bumper and steps spray-lined.
2. LED grommet-mounted STT, reverse and marker lighting.
3. Poly-woven full height white liner on inside walls.
4. Insulated walls and ceiling.
5. 38” High, 33” deep full-width countertop work area between front cabinets.
6. Four (4) 44x30 Pull out drawers below counter, all with adjustable dividers, 18” clear space
below drawers to floor.
7. 18” Deep shelf above countertop w/ space for roll-paper dispenser beneath, Shelf to be L
shaped on curbside, extend around curbside corner to side wall cabinet, shelf installed as high
as possible, includes front lip and power cord access opening.
8. Removable chemical tray w/ dividers installed on streetside end of counter w/ containment rail.
9. Interior sidewall storage – 78”L x 60”H x 15”D storage on both interior side walls, with
adjustable shelving and locking aluminum rolling shutter cover installed on each side – 50” open
work space between side storage covers – two (2) full length adjustable trays w/ dividers
streetside, four (4) half-length adjustable trays w/ dividers curbside, 2” full length rail along
bottom front of both cabinets.

10. Two (2) trays w/ adjustable dividers in streetside front compartment. Single pull-out drawer
below lower tray. Drawer to have adjustable dividers and hinged flat lid for desktop.
11. One (1) pull-out bin in curbside rear underbody compartment, lift-out for disposal.
2.1.3 Upfit Lighting
1. LED lighting inside body loadspace and compartments.
2. Loadspace and sidewall storage lighting wired through switch at rear door.
3. Exterior compartment lighting controlled by magnet door switches.
4. Feniex D (or equivalent) Lux 6x4 LED scene lighting on sides and rear of body (two (2) per side
and two (2) rear). Scene lights wired through three separate switches – left, right and rear.
5. Feniex (or equivalent) Fusion Dual Stack red/blue warning lights, eight (8) in upper body corners
and two (2) in chassis grille.
2.1.4 Upfit Electrical Components
1. Power compartment door locks, connected to chassis PDL.
2. Workspace heater – Webasto (or equivalent) 5kW gas-fired 12V auxiliary heater, connected to
chassis fuel supply, Installed in body w/ remote wall-mount control.
3. 3000 Watt AC Power inverter system – Includes Dimensions 12/3000N Pure Sine Inverter w/ in-
cab power switch, 3000W (25A @ 120VAC) continuous power and two (2) deep cycle 12V
auxiliary batteries – installed on 18” shelf above counter, batteries connected to chassis
alternator through isolator, 120V AC 8 amp battery charger (charger connected to aux and
chassis batteries), 20A/120V shore power plug - installed in body panel and connected to
battery charger and AC outlets, manual transfer switch to direct 110V AC electric power supply
from inverter OR shore power to on-board outlets, Installed and wired complete.
4. AC Outlets connected to inverter/shore power and located as follows: one (1) in each outside
compartment, two (2) above work counter.
5. 100’ 12/3 AC retractable cord reel w/ triple outlet, connected to inverter/shore power, installed
in bottom rear of curbside wall cabinet, cord exits through fairlead in body rear wall w/ rain hood
above.
6. Rear view camera connected to chassis dash display.
7. Backup alarm.
8. Body and equipment installed complete on customer chassis, Includes all electrical and fuel
connections, rear flaps and anti-sail plates.

9. Complete vehicle alarm system, installed.
2.1.5 Upfit Cosmetic
1. Complete BCI reflective vinyl decal package (BCI to provide artwork), installed

2.2. Warranty. The contractor shall provide all standard manufacturer warranties on all parts and equipment
provided and applicable warranty on all services for a period of at least one (1) year. During the warranty
period, the contractor shall provide any replacement parts and repair service at no additional cost to the
AGO. The warranty shall commence upon delivery and acceptance of the equipment by the AGO.
2.3. Delivery. Work should begin upon receipt of a valid Purchase Order (P.O.) from the State of Ohio. The
Chassis Cab will have to be picked up and delivered to BCI by the bidder. The work shall be completed within
6 weeks of bidder pick up.
2.4. Term. The initial term will begin upon signature of the contract up to and including June 30, 2026. The
Attorney General may renew the Agreement on the same terms for an additional one-year term ending on
June 30, 2027.
3.0. Vendor Quote Content and Submission
Vendors must provide information and responses as directed within the Ohio Buys Questionnaire and Item
Grid. All responses to this RFQ must include the information listed below to ensure the quote submission is
considered for this opportunity. Any material deviation from the format or information below or within Ohio
Buys may result in rejection of a response.
The vendor’s responses to the information requested will allow for a well-defined comparison of the bids
received. Quotes must be valid for no less than 60 days from the quote due date.
1. Quote. Vendors must provide a complete comprehensive quote that will enable effective delivery of the
requested custom-built truck box and its installation.
• The cost of all materials, labor, installation, and on-going services, such as warranty services, must
be detailed and included within the quote for review.
o Bidders must describe all direct and indirect costs associated with the project, including setup
and support fees.
2. Timeline. Vendors must provide a schedule detailing their work timeline which includes the total project
duration from start to final delivery, including any lead time needed to source items required for the
customization.
3. Terms and Conditions. Vendors must review the RFQ and the Sample Contract and within the
Questionnaire must identify and attach any vendor assumptions or exceptions to the AGO Terms and
Conditions in vendor’s response and/or state if the vendor holds a current contract with the AGO and
include that AGO contract number. If the selected vendor currently holds a contract with the AGO, it is

within the AGO’s discretion to amend that contract to include the items solicited in this document, at the
prices bid. All other terms and conditions of the existing contract will remain the same.
All responses must be submitted online via Ohio Buys no later than the date listed in the Calendar of Events.
When submitting bid files, vendors should note the following:
• All attachments should be in a searchable PDF format, unless directed differently by this document.
o When directed, other file types may be attached but only the following extensions will be
allowed: .docx, .xlsx, .zip.
The AGO has the discretion to select a vendor and to reject responses that are not in the best interest of the
AGO, or to cancel this solicitation. The AGO may waive minor defects and/or request clarifications in the
responses if doing so does not materially deviate from the specifications or otherwise create an unfair
competitive advantage. Any response, revision, improper marking, or amendment to a response or
submission may be disqualified
The AGO will not be liable for any costs incurred by a vendor in responding to this solicitation, regardless of
whether the AGO awards any contract(s) through this process, decides to cancel this solicitation for any
reason, or issue another solicitation if it is deemed to be in the best interest of the AGO to do so.
The AGO reserves the right to negotiate all terms associated with this solicitation. It is entirely within the
discretion of the AGO to permit negotiations. A vendor must not submit a response assuming that there will
be an opportunity to negotiate any aspect of the response. The AGO is free to limit the negotiations to
particular aspects of any response. Vendors should not base their pricing on the assumption of long-term
financing by the AGO that extends beyond the upcoming biennium, which ends June 30, 2027.
The award will be made to the vendor that offers the lowest priced responsible and responsive submission.
