Separate sealed Bids for Bid No.: 26-100 – WASTEWATER TREATMENT PLANT ACTUATOR REPLACEMENT and all appurtenances thereto, will be received at the office of the Purchasing Department, at the above address until 2:00 P.M., Local Time., on February 3, 2026, and then publicly opened and read aloud in the First Floor Conference Room.

The purpose of this project is to replace thirteen (13) valve actuators at the City of Ardmore’s Wastewater Treatment Plant. The actuators will be installed for valves that serve both the sequencing batch reactors (SRBs) and Aerobic Digester B.

Pre-Bid Conference: Refer to Instructions for Bidders

Each Bid must be accompanied by a BID BOND payable to the OWNER for Five Percent (5%) of the total amount of the BID. A certified check may be used in lieu of a BID BOND. PERFORMANCE, MAINTENANCE AND STATUTORY PAYMENT BONDS in the amount of 100 hundred percent (100%) of the Contract Price, with a corporate surety approved by the OWNER, will be required for the faithful performance of the contract.

The OWNER may waive any informalities or minor defects or reject any and all BIDS. Any BID may be withdrawn prior to the above scheduled time for the opening of BIDS or authorized postponement thereof. Any BID received after the time and date specified shall not be considered. No BIDDER may withdraw a BID within sixty (60) calendar days following the actual date of the opening thereof.

The OWNER reserves the right to: change dates the bid will be considered; waive all informalities; reject any and all bids; choose whether to accept alternates, if applicable; adjust quantities; and add or omit items of work as deemed necessary to conform with budget or other constraints; and to accept that bid deemed most advantageous for value received.

Bids shall be made in accordance with the Instructions for Bidders contained in the Contract Documents. Contract Documents may be examined or obtained at the City of Ardmore’s Purchasing Office, located on the 1st floor of City Hall at 23 South Washington, Ardmore, Oklahoma. The Purchasing Department may be reached at (580) 221-2582. Plans may be obtained via electronic file transfer at no charge. This Contract may be subject to the Oklahoma Local Bidder Preference Law.

SECTION 01 11 00
SUMMARY OF WORK
PART 1 – GENERAL
1.01 PURPOSE
The purpose of the project is to replace thirteen (13) valve actuators at the City of Ardmore’s
Wastewater Treatment Plant. The actuators will be installed for valves that serve both the
sequencing batch reactors (SBRs) and Aerobic Digester B.
1.02 Work Includes
A. The CONTRACTOR shall furnish, install, and place into satisfactory operation actuators
for the treatment unit valves listed in this SECTION, equipping each of them with new,
flexible electrical conduits/connections.
o (4) actuators, (1) for each of the SBR influent valves (located on the south side of
each SBR unit), approximately in the east/west center of each SBR basin.

o (8) actuators, (1) for each of the two SBR decant (effluent) valves (located on the
south side of each SBR unit)

B. CONTRACTOR shall assume that only one treatment unit may be taken out of
service/worked on at a time.

A. The project site is located at the Ardmore City Wastewater Treatment Plant.

PART 2 – PRODUCTS

PART 3 - EXECUTION
1. The CONTRACTOR may use lands available at the Plant for storage of materials and
equipment. Space to be used shall be coordinated at the time of commencement of work
with the Plant staff.
2. A CONTRACTORs field office is not required for this project.
3. The CONTRACTOR shall provide his own sanitary facilities.

4. The locations are along the south side of the SBR treatment units and on the northeast
corner of the aerobic digester treatment units. See Exhibits 1, 2, and 3 for specific
locations.
5. City plant personnel will assist CONTRACTOR by providing/coordinating access,
familiarizing contractor with plant operations, operating valves, and any other assistance
directed by the Public Works Director.
6. At no time shall the CONTRACTOR or his designees operate any valves or plant
controls.
7. The CONTRACTOR shall keep his work space clean, organized and free of hazards to
plant staff. At no time shall CONTRACTOR’s operations prevent or interfere with the
proper operations of the Wastewater Treatment Plant.
