Design-Build Services
The Cobb County Department of Transportation (Cobb DOT) hereby posts the following Public Notice
Advertisement (PNA) for considered services. Cobb DOT intends to solicit responses for design and
construction services necessary to improve the intersection of Johnson Ferry Road and Shallowford Road
in Cobb County, GA.
Please review Section 3 (Tentative Schedule of Events) below to obtain solicitation information.
THIS IS A PUBLIC NOTICE ADVERTISEMENT ONLY. No document submittals are expected or required
from this PNA.
This project will follow the Georgia Department of Transportation’s (Georgia DOT’s) Design-Build process.

Method of Communication
All general communication of relevant information regarding this solicitation will be made via the Georgia
Procurement Registry (GPR) at https://ssl.doas.state.ga.us/gpr/, Cobb DOT at
https://www.cobbcounty.gov/transportation/current-bids-rfps
and,

https://www.bidexpress.com. All Proposers that respond to a Cobb DOT-issued Design-Build solicitation,
are responsible for checking the GPR, Cobb County or Cobb DOT websites on a regular basis for updates,
clarifications, and announcements.
Section 1 – GENERAL PROJECT INFORMATION AND SCOPE
Cobb DOT is seeking to contract with a Design-Builder to provide design and construction services
necessary to widen and reconfigure the eastbound approach to the intersection of Johnson Ferry Road and
Shallowford Road in Cobb County, GA (the “Project"). The Project will include construction of a dedicated
left-turn lane, a single eastbound through lane, and a dedicated right-turn lane. The westbound approach
will be reconfigured to provide dual left-turn lanes and dual westbound through lanes. The eastbound
approach will be widened to align the through movement across the intersection. Additionally, raised
medians will be added for access control at commercial driveways, and all existing traffic signal and
pedestrian signal control components will be replaced.
All scope will be in accordance with requirements set forth in the Request for Proposals (RFP).

Section 2 - SELECTION PROCESS
This Project will be awarded to a Design-Builder utilizing a One-Phase Low Bid selection method described
in Chapter 672-18 of the Rules and Regulations of the State of Georgia, Department of Transportation
“Governing the Design-Build Procedures.” A Design-Builder includes a Lead Contractor and a Lead Design
Consultant working together to design and construct the Project.
Selection of Design-Builder
The selection of the Design-Builder for the Project will be based on the lowest responsive bidder as
described in Georgia Rules and Regulations Chapters 672-18.01 through 672-18.13 regarding the Design-
Build Procedures.
Section 3 – TENTATIVE SCHEDULE OF EVENTS
The following Tentative Schedule of Events represents Cobb DOT’s best estimate of the procurement
schedule. All times indicated are prevailing times in Atlanta, Georgia. Cobb DOT reserves the right to
adjust the schedule as it deems necessary.

A virtual Industry Forum will be conducted for this Project on the date noted above. During the Industry
Forum presentation, Cobb DOT will provide information regarding the Project’s delivery goals, anticipated
scope, anticipated DB procurement process, and potential risks. There is no limitation on the number of
participants. Participants will be provided with the opportunity to ask questions. Any information provided
by Cobb DOT or Georgia DOT shall be considered informational only and is subject to change. Meeting
minutes and the presentation slide show will be available on the

Section 4 - SELECTION CRITERIA
Minimum Qualifications Required
As part of the qualifications package, the proposing Design-Builder and/or their subconsultant team
members must be prequalified in the Area Class(es) identified below for the work they perform on the
Project.
The Lead Design Consultant for the Design-Builder MUST be prequalified by Georgia DOT or Cobb DOT
in the Area Class(es) listed below.
