PROJECT TITLE: 2026 Ohio Wildlife Legacy Stamp

PROJECT FEATURES: PRINTING, INSERTING

No Out of Country Presswork or Shipping

This project is for an event with a time-sensitive deadline that requires domestic

production to ensure delivery.

SCOPE OF WORK

1. description: The purpose of this Invitation to Bid (ITB) is to obtain a contractor to provide 4,000 adhesive-backed 2026 Ohio Wetlands Habitat Stamp with an insert card stuffed and sealed into unique numbered envelopes for use by the Ohio Department of Natural Resources Division of Wildlife by March 5, 2026 or sooner.

2. QUANTITY: 4,000 sets (3 parts: 4,000 bill-stamps, 4,000 insert cards and 4,000 envelopes)

3. SPECIFICATIONS: This project includes these three printed items, stuffed, and sealed. (4,000) Bill-Stamps, (4,000) Insert Cards, & (4,000) Envelopes. The Bill-Stamp is one sided, full bleed, full color, and an adhesive on the back with release liner. The Insert Card is two-sided, no bleed with a single fold. The Envelope is full color with no bleed featuring unique numbering. Printer shall insert a stamp and insert card into an envelope and seal. See details below:

A. BILL-STAMP:

i. SIZE: 2.625in x 6.125in

ii. STOCK: Adhesive-backed / white / 90lb-100lb Text or heavier / gloss coated / 90 brightness or higher

iii. PRESSWORK: Full color / full bleed / stochastic offset printing or high resolution digital printing (200 dpi min.)

B. INSERT CARD:

i. SIZE: 6.5in x 6.5in

ii. STOCK: White / coated / 80lb Cover or equivalent / 90 Brightness or higher

iii. PRESSWORK: Two sided / full color / no bleed

iv. FOLDING: Single score and foldable to 6.5in x 3.25in

C. ENVELOPE:

i. SIZE: 3.875in x 7.5in (#7 ¾ commercial envelope)

ii. STOCK: White / 70lb dull / standard coated text (matte, satin, or velvet) / with sealable flap

iii. PRESSWORK: One sided / full color / no bleed / consecutive numbering (k) / No letterpress or flexographic printing

iv. NUMBERING: 4-digit / Black ink / Start 0001 - End 4000 / Must meet USPS placement regulations

D. INSERTING: Vendor is to place one Stamp into a folded Insert Card and then insert both into one Envelope. All envelopes are to be inserted and sealed. NO empty envelopes. NO envelopes without number. The vendor will make reasonable efforts to ensure that every envelope delivered will have one stamp and one insert card within each envelope.

E. ARTWORK TO VENDOR: Final artwork contains raster and vector graphics and shall be provided to the vendor as a print quality pdf with 0.25in full bleed and offset crop marks via email or vendor ftp site.

4. PRe-production: No production is to begin until all artwork has been approved by a ODNR or Division of Wildlife representative. Any items produced without review or agency sign-off is subject to payment penalty and delivery refusal. Requested changes by the ordering agency (Ohio Division of Wildlife) that result in additional charges or fees must be presented to the agency for approval and then submitted as a separate charge from the awarded PO price.

A. PRINT PROOF: Two high resolution exact color match hard copy proofs are REQUIRED for all aspects of this project (stamp, card, and envelope). One of the two print proofs shall be retained by the client (Ohio Division of Wildlife) to ensure reasonable quality control was administered to the final product in lieu of an onsite press check. Proofs will be viewed for accuracy in color, graphic links, and registration. Proofs are to be delivered to:

B. PRESSCHECK: No onsite press check is required.

5. PACKING AND SHIPPING

A. PACKAGING: All sealed envelopes are to be carton packed in quantities of 500-1,000 envelopes per carton. All envelopes MUST be pack in sequential order (printed on envelope) staring with the lowest number faced-out. Cartons may be packed into larger boxes for shipping. Boxes must be 200 lb. corrugated cardboard or better with a single box not exceeding 40lbs. The vendor will make reasonable efforts to ensure that one stamp and one insert card has been inserted into every envelope then sealed. Every box per this order is to be label with the range of numbered envelopes within each box and titled “2026 Ohio Wildlife Legacy Stamp”.

B. SHIPPING: All deliveries are to arrive prior to 4pm, Monday through Friday only. No weekend or holiday deliveries accepted. Ship all finished stamps to:

SHIPPING: The means of transportation of the final product is at the vendors discretion. All costs associated with the shipping of this project are to be accounted for by the vendor and included into the final bid. The ODNR Division of Wildlife is NOT responsible for additional costs incurred for shipping which includes, but is not limited to, the return of damaged or sub-standard products or the refusal of delivery (prior to off load) based on on-site visual inspection.

1. LOT PRICE AWARD: There will be one (1) low lot total award made to the lowest responsive and responsible bidder meeting all bid specifications and requirements listed herein. Bidder shall not insert a unit cost more than 3 digits after the decimal point. Digit(s) beyond 3, after the decimal point shall be dropped and not used in the evaluation and any subsequent award.

2. INVOICING: All invoices are to be submitted DIRECTLY to the Ohio Financial Shared Services (FSS).

A. There are two options available to submit invoices to FSS:

ii. Mail: Financial Shared Services, PO Box 182880, Columbus, Ohio 43218-2880

B. Please indicate the origin code “N22” on the invoice with the title/name of our agency.
