INVITATION TO BID
PVSC CONTRACT B481 NATURAL GAS
Notice is hereby given that the Passaic Valley Sewerage Commission (PVSC) is issuing a
Request for Bids (“RFBs”) for Natural Gas Supply Service (Contract No. B481) for its
facilities located at 600 Wilson Avenue, Newark, New Jersey. The RFBs are being issued
in accordance with N.J.S.A. 58:14-1, et seq. and all applicable regulations and standards.
Sealed Bids shall be submitted to the PVSC utilizing the Online Auction Platform
in accordance with instructions provided at
https://www.concordenergyexchange.com.
All bids by responsible electric energy suppliers in response to this RFB must be
received no later than 12:00 p.m. (NOON), Eastern Prevailing Time, on Tuesday,
December 3, 2025.
Bids shall remain valid until 3:00 p.m. Eastern Prevailing Time on December 3,
2025, by which time PVSC intends to issue a Notice of Award. If a contract award
is made, the Notice of Award will be executed on PVSC letterhead and shall be
considered a binding commitment on behalf of the PVSC to enter into an electric
generation service contract with the winning bidder.

https://www.nj.gov/pvsc/home/bids/index.html or contacting the Registered Energy Agent
for the PVSC, Concord Energy Services The phone number to reach the PVSC’s energy
agent is (856-427-0200).
All questions must be submitted electronically to Kim Coulter of Concord Energy
Services at kcoulter@concord-engineering.com by 1:00 p.m. on Thursday, November 6,
2025. Responses to questions and any addenda to the RFB (if required) will be issued no
later than close of business on Monday, November 10, 2025, and distributed to suppliers
in accordance with N.J.S.A. 40A:11-23 (c) (2).
