Summary

The Ohio Department of Education and Workforce requires an experienced Offeror to provide the following programs and services in an effort to achieve identified outcomes. Programs and services include: (1) Collaboration with State Agencies, (2) Collaboration and Consultation with Institutions of Higher Education, (3) Collaboration with Parent and Professional Organizations, (4) Professional Development, Technical Assistance, Intervention Assistance, and Research, (5) Monitor Trends, (6) Regional Networks, (7) Maintain a Statewide Clearinghouse of Information and Resources, and (8) Respond to Requests.

DEW will hold a pre-proposal conference on Monday January 26, at 10:30 AM ET. A Teams link is included in the RFP document, should you wish to have the meeting forwarded to you or anyone within your organization please submit an inquiry and include all applicable email addresses.

Proposals and supporting documentation must be submitted via OhioBuys for consideration.

Evaluation Metrics
Background
During the evaluation process, the evaluation team reviews and rates Proposals based on the
metrics and the weight assigned to each metric. This can be found in the RFP document
“Evaluation Criterion” for specific metric and assigned weight.
MANDATORY REQUIREMENTS
If the metrics contain Mandatory Requirements, those portions of the Proposals are reviewed
first, and only Proposals meeting the Mandatory Requirements may continue to the technical
and cost Proposal review. Mandatory Requirements are pass/fail.
SCORING BREAKDOWN
The Offeror with the highest combined total score will be recommended for the next phase of
the evaluation process.

Technical Proposal Scoring
The scale in the below table (0-5) will be used to rate each Proposal on the technical metrics
listed in the RFP “Evaluation Criterion”. DEW will score a Proposal by multiplying the score
received in each category by its assigned weight and adding all categories for the Offeror’s
technical score. Numerical values are defined as follows.
