Sealed proposals for the supply and delivery of the product named above will be received at the Office
of the Director of Finance until 11:00 a.m. EST on Wednesday, September 09, 2026. Thereafter, proposals
will be opened in public and read aloud or opened and read aloud pursuant to the applicable provisions
of the Governor's Executive Orders. Responses received after this date and time will not be accepted.
Specifications and proposal documents may be obtained from Carl Johnson, Deputy Director of Capital

Town's website, www.enfield-ct.gov/bids.aspx.

Standard Instructions to Proposers
1. INTRODUCTION
The Town of Enfield is soliciting proposals for the supply, delivery, and operator training of the
product described in the Scope of Work & Technical Specifications herein. If there are any
conflicts between the instructions in these Standard Instructions to Proposers and any other
proposal document(s), these Standard Instructions to Proposers shall prevail.

3. OBTAINING PROPOSAL DOCUMENTS
Beginning Wednesday, August 26, 2026, specifications and proposal documents may be
obtained from Carl Johnson, Deputy Director of Capital Projects & Administration, Department
of Public Works (860) 763-8806|cajohnson@enfield.org or the Town's website, www.enfield-
ct.gov/Bids.aspx .
4. PROPOSAL SUBMISSION INSTRUCTIONS
A. One (1) original and one (1) electronic copy in portable document format (.pdf) of all
proposals must be submitted in a sealed envelope clearly marked " DPW Automated, GPS-
Guided Robotic Field Marking System". If forwarded by mail or courier, the sealed envelope
must be addressed to "Director of Finance, Town of Enfield, 820 Enfield Street, Enfield,
Connecticut 06082". Since all submissions must be time and date-stamped, the Finance
Department will accept proposals Monday through Friday, from 9:00 a.m. to 5:00 p.m. EST
(excluding holidays). Proposals must be at the Office of the Director of Finance by the time
of the Public Proposal Opening Date noticed in Section 2 entitled KEY EVENT DATES.
Postmarks are NOT an acceptable waiver of this policy. Corrections and/or modifications
received after the first proposal is publicly opened will NOT be accepted.
B. Ditto marks or words such as "SAME" on the Proposal Form are NOT considered writing and
must not be used.
C. All information must be submitted in ink or typewritten. Mistakes may be crossed out and
corrections inserted. Corrections must be initialed by the person signing the proposal.
D. Proposals are considered valid for ninety (90) days after being opened. Proposers may not
withdraw, cancel or modify their proposal for a period of ninety (90) days after proposals are
opened.
E. Proposals must be signed by an authorized person representing the legal entity of the
Proposer.
F. The inability to meet any specified requirement(s) must be stated in writing and attached to
the Proposal Form or written on the Proposal Form.
5. PRESUMPTION OF PROPOSER BEING FULLY INFORMED
At the time the first proposal is opened, each Proposer is presumed to have read and be
thoroughly familiar with all proposal and contract documents for this project. Failure or omission

of the Proposer to receive or examine any information shall in no way relieve any Proposer from
obligations with respect to their proposal.
6. INTERPRETATION OF ACCEPTABLE WORK
The specifications, Proposal Form, and Contract documents are to be interpreted as meaning
those acceptable to the Town of Enfield. Any substantive changes or interpretations will be
issued by the Town in writing as an addendum.
7. TAX EXEMPTIONS
The Town of Enfield is exempt from Federal Excise taxes and Connecticut Sales and Use taxes.
Proposers shall avail themselves of these exemptions.
8. INSURANCE & INDEMNIFICATION
Provider shall agree to maintain in force at all mes during the contract the following minimum
coverage. Insurance shall be writen with Carriers approved in the State of Conneccut and with a
minimum AM Best's Rang of "A" VIII. In addion, all Carriers are subject to approval by the Town
of Enfield. Minimum Limits:
A. Commercial General Liability Each Occurrence $1,000,000 and $2,000,000 Aggregate. Include
Contractual Liability. Town of Enfield shall be named as an Addional Insured on a primary non-
contributory basis for ongoing and completed operaons. Waiver of Subrogaon in favor of the
Town of Enfield to be provided.
B. Auto Liability Combined Single Limit $1,000,000 for all owned, hired, and non-owned vehicles
for property damage and liability. Proof of Inland Marine coverage. Town of Enfield shall be
named as an Addional Insured on a primary non-contributory basis. Waiver of Subrogaon in
favor of the Town of Enfield to be provided.
C. Polluon Liability coverage to be provided with a $1,000,000 limit and $1,000,000 aggregate.
The Town of Enfield shall be named as an Addional Insured. Waiver of Subrogaon in favor of
the Town of Enfield to be provided.
D. Umbrella/Excess Liability $1,000,000 per occurrence and $1,000,000 Aggregate. General
Liability, Auto Liability and Workers' Compensaon Employer's Liability Coverage to be listed as
underlying coverages. Umbrella/Excess Liability to follow form with respect to Addional
Insured and include Waiver of Subrogaon.
E. Workers' Compensaon - For all the employees employed on said Work coverage shall be
maintained in accordance with Conneccut's Workers' Compensaon Act. Waiver of
Subrogaon in favor of the Town of Enfield to be provided.
F. A thirty (30) day Noce of Cancellaon applies for the Town of Enfield. If any policy is writen
on a "Claims Made" basis, the policy must be connually renewed for a minimum of three (3)
years from the compleon date of this contract. If the policy is replaced and/or the retroacve
date is changed, then the expiring policy must be endorsed to extend the reporng period for
claims for the policy in effect during the contract for three (3) years from its compleon.

G. Excepons to the Town's Insurance requirements are subject to the sole discreon of the Town
of Enfield.
H. If any policy is writen on a "Claims Made" basis, the policy must be connually renewed for a
minimum of two (2) years from the compleon date of this contract. If the policy is replaced
and/or the retroacve date is changed, then the expiring policy must be endorsed to extend
the reporng period for claims for the policy in effect during the contract for two (2) years from
the compleon date.
I. Where permited by law, the Contractor shall defend, indemnify, and hold harmless the Town
of Enfield and all of its officers, employees, and agents from all suits, acons, or claims of any
character, name, or descripon brought for or on account of any injury or damage caused to
any person or property as a result of, in connecon with, or pursuant to the performance of
the Contractor, including all costs incurred by the Town of Enfield in defending itself against
such claims or acons, in proporon to the extent that the Contractor is held liable for same by
an arbiter of competent jurisdicon. As much of any money that may be due to the Contractor
under the Contract as the Town of Enfield considers necessary for the purpose of such
indemnificaon or holding the Town of Enfield harmless may be retained for such use by the
Town of Enfield; and the Contractor's surety bonds may be held unl such suit or suits, acon
or acons, claim or claims, as aforesaid, shall have been setled and unl the Contractor has
furnished to the Town of Enfield suitable evidence to that effect. Such indemnity shall not be
limited by reason of any insurance coverage required under the Contract.
9. PROPOSAL BOND
No Proposal Bond Required for this proposal.
10. GUARANTEE
The firm awarded work under this Request for Proposals shall guarantee its product meets the
specifications in this proposal packet for the duration of the contract period. Since the proposal
is for supply of a manufactured product, a minimum of one (1) year comprehensive warranty
must be provided and certified, beginning upon equipment successful operator training sessions.
11. PERMITS
The Contractor is solely responsible for obtaining all required permits, obtaining all necessary
inspections and approvals, and satisfying any and all fees. The Town will waive all Town of Enfield
fees for building permits and inspections.
12. FAIR EMPLOYMENT PRACTICES
The Contractor agrees not to discriminate against any employee or applicant for employment in
the performance of this Contract's work with respect to hire, tenure, terms, conditions, or
privileges of employment due to race, sex, age, religion, national origin, or other conditions
proscribed by State or Federal law.

13. CONTRACT PERIOD
It is anticipated that the initial Contract period for the services and guarantee provided for shall
be one year from the date of award.
14. STANDARD FORM OF CONTRACTUAL AGREEMENT
The Town of Enfield intends to enter into a contract with the successful vendor. The contract will
include and incorporate the provisions of this Request for Proposals including the Standard
Instructions to Proposers, Scope of Work, and the successful vendor's Proposal. In the event of
any conflict between the Request for Proposals and the successful vendor's proposal documents,
the Request for Proposals shall prevail.
15. AWARDING THE PROPOSAL
A. The Town of Enfield reserves the right to accept or reject, any, all, or any part of a Proposal,
to waive formalities or informalities and to award the proposal deemed to be in the best
interests of the Town.
B. It is the Town's policy not to award proposals to those who owe Town of Enfield prior year(s)
property taxes.
C. The "Proposal Awarded" date in Section 2, entitled KEY EVENT DATES, is the date the
proposal is anticipated to be awarded. It is not a date certain.
16. MODIFICATIONS AND ADDENDA
The Town may, before or after proposal opening and in its sole discretion, clarify, modify, amend
or terminate this Request for Proposals if the Town determines it is in the Town's best interest.
Any such action will be posted on the Town's website, www.enfield-ct.gov/Bids.aspx. Each
respondent is responsible for checking the Town's website to determine if the Town has issued
any addenda and, if so, to complete its proposal in accordance with the Request for Proposals
as modified by the addenda.

Scope of Work & Technical Specifications
1. Purpose and Overview
The Enfield Department of Public Works, Buildings & Grounds Division is seeking competitive proposals
from qualified vendors to furnish, deliver, and support an autonomous, GPS-guided robotic field painting
and layout system. The objective of this acquisition is to automate the initial layout, recalculation, and
routine striping of various multi-sport athletic complexes to reduce labor hours, improve line precision, and
optimize paint resource usage.
2. Minimum Technical & Performance Specifications
The proposed robotic system must meet or exceed the following engineering and operational
requirements:
A. Navigation and Guidance System
* GPS Precision: Must utilize Real-Time Kinematic (RTK) GPS, cellular network correction, or a local
base station to guarantee a line placement accuracy of 1 inch (2.5 cm) or better.
* Signal Continuity: System must possess the ability to maintain line straightness and operational
continuity during brief satellite or cellular signal degradation.
* Safety Features: Equipped with mechanical bumpers, lidar, optical sensors, or automatic software
geofencing that immediately shuts down the machine upon encountering obstacles, pedestrians,
or boundary violations.
B. Software and Field Customization
* Layout Library: Software must include pre-programmed, standard dimensions compliant with
NFHS, NCAA, and FIFA regulations for sports including, but not limited to: Football, Soccer, Lacrosse
(Men's and Women's), Field Hockey, Baseball/Softball, and Track/Rugby geometries.
* Customization: Operator must be able to resize, shift, rotate, and combine multi-sport fields
simultaneously using a mobile application or tablet interface.
* Cloud Storage: System must sync field layouts to the cloud, allowing identical fields to be re-painted
season after season without repeating the initial measurement/pinning layout process.
C. Mechanical, Paint, and Battery Capacity
* Drive System: Must feature a rugged, low-impact wheel or track system capable of navigating wet
turf and standard slopes without damaging the grass surface.
* Paint Delivery: Must utilize a high-pressure, airless spray system compatible with industry-
standard, bulk concentrated or ready-to-use robotic field paints.

field layout in 2.5 hours or less on a single deployment.
* Battery Life: Lithium-ion battery system providing a minimum continuous runtime of 4 to 5 hours
per charge, with an option for hot-swappable batteries.
3. Implementation, Training, and Support
The selected vendor shall be responsible for providing a complete turn-key solution, including:
* On-Site Commissioning: Delivery, unboxing, hardware configuration, and initial
mapping/geofencing of the Town of Enfield's primary sports complexes.
* Staff Training: Minimum of two (2) days of comprehensive, on-site operational and troubleshooting
training for parks/grounds maintenance personnel.
* Warranty: Minimum 1-year comprehensive warranty on parts, electronics, and labor.
* Technical Support: Access to dedicated telephone, software app, or live-chat technical support
during standard local operating hours (Monday-Friday, 7:00 AM - 5:00 PM).
4. Proposal Evaluation Criteria
Proposals will be evaluated based on the following weighted factors:
1. Technical Compliance (35%): Alignment with GPS accuracy, battery life, and software capabilities.
2. Cost and Value (30%): Total upfront capital cost or annual lease structures, plus lifetime software
subscription fees.
3. Support and Warranty (20%): On-site training hours, hardware warranty depth, and local service
response times.
4. Vendor Experience (15%): Proven track record of successful deployments in similar municipal or
educational settings.

SAMPLE CONTRACT
AGREEMENT BY AND BETWEEN THE TOWN OF ENFIELD AND ___________________________ FOR THE
PURCHASE OF AN AUTOMATED GPS-GUIDED ROBOTIC FIELD MARKING SYSTEM.
This Agreement is made this --- day of ------, 2026 by and between the Town of Enfield, a municipal
corporaon organized and exisng under the laws of the State of Conneccut, with a principal office at 820
Enfield Street, Enfield, Conneccut 06082 (hereinaer referred to as the "Town") and ------a (corporaon,
LLC, LLP, or legal organized structure) located at number, street, city, state, zip code, (hereinaer referred
to as "Vendor").
The Town and Vendor enter into this Agreement whereby the Vendor shall provide the Town with an
Automated, GPS-Guided Roboc Field Marking System and shall perform the services described in the
Scope of Work referenced below.
The term of this Agreement shall commence on the date set forth above and shall connue for the period
set forth in the Request for Proposals referenced below.
The terms and condions of this Agreement are set forth in the following documents that are atached and
made a part hereto and are incorporated by reference:
1. Request For Proposals entled "Automated, GPS-Guided Roboc Field Marking System";
2. Standard Instrucons to Proposers entled "Automated, GPS-Guided Roboc Field Marking
System";
3. Scope of Work & Technical Specificaons entled "Automated, GPS-Guided Roboc Field Marking

This Agreement cannot by altered, modified, amended, or revised except by an instrument in wring signed
by the Town and Vendor.
The Town reserves the right to cancel this Agreement for convenience. This Agreement shall be governed
by the law of the State of Conneccut.
