Title: Annual SCADA System Maintenance & PLC Replacement Project
Addenda: 0
Release Date: 8/18/2025
Due Date: 9/3/2025
The City of Granbury is seeking qualified firms to provide comprehensive annual maintenance and support for its Supervisory Control and Data Acquisition (SCADA) system. This RFP also invites proposals for an immediate project to replace aging PLC equipment critical to the city’s water and wastewater infrastructure.
Our goal is to ensure the reliable, secure, and efficient operation of these vital systems by upgrading obsolete hardware and software while establishing ongoing maintenance and support.
The maintenance contract will be issued on an annual basis, aligned with the City’s fiscal year, with the option to renew up to three (3) additional times at the start of each new fiscal year, subject to satisfactory performance and available funding.
The City of Granbury currently operates 21 remote pump stations and well sites utilizing SCADA Pack Programmable Logic Controllers (PLCs), many of which are over 10 years old. These aging PLCs are experiencing increasing reliability issues. Failures in digital or analog inputs often require manual reallocation, and once capacity is exceeded, the entire PLC must be replaced.
Additionally, the existing SCADA software is outdated, unsupported, and cannot be upgraded, posing significant operational and cybersecurity risks.
