Notice of Intent to Award a Sole Source Procurement to Campbell Scientific Co. (Campbell) for Phase 2 follow-on to the W912P524F0106 CEN-WOL Dam Instruments Survey task order awarded 2 Aug 2024.



U.S. Army Corps of Engineer, Nashville District, Contracting Branch, intends to issue a commercial GSA order pursuant to the authority of FAR subpart 13.5, in accordance with 41 U.S.C. 1901, on a sole source basis to Campbell Scientific Co. (Campbell) to maintain consistency with the instrumentation and software throughout the Nashville District’s Dam Safety Program. This procurement provides upgrades to existing automated data acquisition systems (ADAS) devices and their installation, calibration, and integration into the District-wide system for Wolf Creek and Center Hill Dams. These instruments are designed to collect, monitor, and transmit data from various instrumentation points on-site. This project will include the removal of several existing components, configuration, labeling, and deployment of sensors, telemetry systems, and related components. The system shall be programmed to automatically upload collected data to the MIDAS cloud platform. The Contractor will also develop and deliver a full Operations and Maintenance (O&M) manual for all equipment and systems. The intended period of performance is 180 calendar days after contract award. The proposed action will result in a firm-fixed price contract.

This action will be conducted in accordance with FAR Parts 12 and 13. This notice is posted for informational purposes only and is not a request for competitive quotes. Interested firms must identify their interest and provide documentation demonstrating their capability (include detailed technical information and other technical literature) demonstrating the ability to meet the above requirements by e-mailing Contract Specialist Jamie Lynn Barnes @Jamie.L.Barnes@usace.army.mil no later than 12:00 p.m. Central Time on March 06, 2025.



A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. If potential offerors choose to submit information, past performance and references regarding capability to perform these services must be provided along with the statement of capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. The Government reserves the right not to compete the proposed purchase order based on responses received to this notice. This item may be awarded without further notice.
