Summary
Purpose and Background
The purpose of this RFP is to solicit Proposals for drug and alcohol testing services for the DAS State of Ohio Drug-Free Workplace Services Program (Agency). The Agency  is responsible for administering both non-regulated and regulated drug and alcohol testing (e.g., pre-employment, reasonable suspicion, return to duty, follow-up, workers’ compensation, and random testing) in compliance with the Ohio Drug-Free Workforce Policy and  drug and alcohol abuse testing as required by the Federal Omnibus Transportation Employee Testing Act of 1991 (Pub L., 102-143, Title V). It is anticipated that the Contractor will perform a total of 12,000 – 14,000 drug and/or alcohol tests per year.
Scope of Work Overview
An overview of the Work is provided below.  The scope of work and requirements are provided in greater detail within Part 1, Scope of Work.

The Work will include drug and/or alcohol testing for employees of approximately 90 State agencies, boards and commissions. The Contractor will work primarily with the Agency. The Contractor must also provide  Federal Department of Transportation (DOT) and non-DOT breath alcohol and/or urinalysis drug screens.  This will include collections during normal business hours, and on occasion, after normal business hours.  The Contractor will also perform the Work on weekends for post-accident, workers’ compensation, reasonable suspicion or pre-scheduled random drug and/or alcohol tests.

Objectives

The Agency has the following objectives that it expects this Work to fulfill, and it will be the Contractor’s obligation to ensure that the personnel the Contractor provides are qualified to perform their portions of the Work:
  1. Provide drug and alcohol testing to State employees or applicants upon Agency request; and
  2. Provide a network of collection sites (both in and out of Ohio), laboratories to test collected specimens, and Medical Review Officer(s) (MRO) to review all confirmed positive results, shy bladder (paruresis), and other results requiring MRO review.
