The General Services Administration announces an opportunity to provide General Construction Services for the Interior Renovation for the Department of State, Passport Cincinnati, Peck 2nd & 3rd Floors project at the John Weld Peck Federal Building, 550 Main Street, Cincinnati, OH 45202 (Building No. OH0189).



The General Construction Contractor (GC) will be solicited as a Total Small Business Set-Aside, competitively chosen using source selection (FAR 15.3) procedures. The objective of the source selection process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering technical factors and total evaluated price. For this procurement, the technical factors will be more important than price (FAR15.101-1, Trade Offs). The technical factors will include Experience in Providing General Construction Services on Similar Projects; Past Performance; and Technical Approach.



The estimated total construction costs for the project falls within the approximate range of $5,000,000.00 to $10,000,000.00. The award of the contract is anticipated to be made, approximately, in December 2025. The NAICS code for this procurement is 236220.



The project consists of the interior renovation of approximately 32,000 square feet on the 2nd and 3rd floors of the John Weld Peck Federal Building, 550 Main Street, Cincinnati, OH 45202 (Building No. OH0189). The renovation will provide a modern, functional space for the Passport workforce to effectively serve the public. Key design drivers include user experience, security, accessibility, and technology integration. Work will include a full MEP and architectural build-out. The project is also intended to achieve LEED Silver Commercial Interiors Certification from the U.S. Green Building Council (USGBC).



Note: Interior demolition and abatement work required for this renovation has been procured and is being performed under a separate contract and is not included in the scope of this project.



A pre-proposal conference and site visit will be held in Cincinnati, OH on Thursday, October 16, 2025 at 2:00 PM Eastern Time. A link to the Pre-Proposal registration form will be included in the solicitation posting (and Volume IV of the solicitation). Anyone interested in attending the pre-proposal conference shall complete the form and submit it no later than 2:00 PM Eastern Time on Wednesday, Oct 15, 2025. Please note, the number of people attending will be limited to two individuals per company/team. We consider attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understand the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions or miscalculations in offers. The offers will be due on November 10, 2025, no later than 4:00 PM Eastern Time.



All responsible sources may submit a proposal which shall be considered by the agency. In order to be eligible for award, offerors are required to provide electronic representations and certifications in the System for Award Management (SAM), which can be accessed at: https://www.sam.gov.

Amendment 0001 issued on October 15, 2025. The purpose of this amendment is to incorporate the Wage Rate Requirements (Construction) for Hamilton County, General Decision Number: OH20250082 dated September 5, 2025. All other terms and conditions of the solicitation remain unchanged.



Amendment 0002 issued on October 31, 2025. The purpose of this amendment is to incorporate revised solicitation requirements, responses to questions, and revised specifications and drawings. Some of these documents will require the offeror to request access via the SAM module due to Controlled Unclassified Information (CUI) requirements. Please see the attached "Amendment 0002 47PF0026R0001 Dated 20251031.pdf" for a complete description of all changes.



The offer due date is extended to November 24, 2025, no later than 4:00 PM Eastern Time.
