Description

Through this Request for Proposal, the City of Prince Rupert is seeking Proposals from qualified operating companies (“Supplier”) to address critical shortages in supervisory capacity, on-call coverage, and certified operators for the operation of the City’s Water Supply, Treatment & Distribution System and Wastewater Collection & Treatment System (collectively, the “System”).

The City requires the Supplier to provide a dedicated full-time Operations Manager under a Contractor Services Agreement who will assist in the direct operation, maintenance, and management of the System, including participation in the on-call rotation, provision of hands-on operational support, and delivery of training and mentorship to City Operations Department staff.

The Supplier’s personnel must hold valid certifications for water and wastewater operations, including chlorine handling and disinfection, and be capable of stepping into operational roles as required. This contracted position is intended to stabilize the City’s operations, ensure compliance with all regulatory and safety requirements, maintain service continuity, and build long-term internal capacity.
