1. INTRODUCTION
1.1 Purpose
The City of Raleigh is seeking one or more qualified firm(s) with which to contract for the
following services:
Engineering services and preparation of contract documents in advance of construction for
Phase II of the Downtown Pedestrian Safety Improvement Project. The scope includes, but is
not limited to, the development of:
Civil Plans
Pavement Marking and Signing Plans
Flatwork Details
Traffic Control Plans
Sedimentation and Erosion Control Plans
Stormwater Plans
Onsite Survey
Private Utility Investigation (SUE Level B) and Coordination
Specifications & Project Special Provisions (PSP)
Construction Cost Estimate and Bid Schedule
CE&I Advertisement Documentation (in preparation for Construction Management)
Limited Construction Administration Services
The final construction package will include signed and sealed survey documents, existing
conditions plans, tree protection plan (as applicable), site plans, and all relevant standard
detail sheets & general notes necessary to support construction. No easements or real estate
acquisition is expected to be required for this design & construction project.
Improvements to sixteen (16) existing crosswalks in downtown Raleigh. Existing crosswalks
are a combination of mid-block (15) and intersection locations (1). Hydrologic calculations will
be required for up to sixteen (16) locations to determine gutter spread and inlet impacts of
proposed and selected designs. At ten (10) of the sixteen (16) locations, raised crosswalks
are anticipated to be selected as the design solution for safety improvement. A combination
of MMA and thermoplastic paint is intended to be used at all locations for improved safety. To
align with the new elevation of raised crosswalks, the scope will include rebuilding the
receiving ramps on either end of crosswalk to match existing materials, including concrete,
brick, and pavers. All utility access points impacted by changes in elevation will also need to
be reset to provide level access. Beyond surface adjustments, no utility relocations are
anticipated as part of this scope. Adjacent to eight (8) of the crosswalk locations, art
installations are planned on the street asphalt. The design of those (8) art locations has been
awarded to multiple artist under a contract being managed by the COR Arts Department. Art
installations at these (8) locations are expected to be completed by COR Street Maintenance.

1.2 Background

The City will continue to improve pedestrian safety in Downtown Raleigh by building on the
progress made in the Downtown Pedestrian Improvements – Phase I project and following
recommendations from the Downtown Pedestrian Safety Study. Completed in 2023, Phase I
implemented a range of safety measures, including reducing the speed limit on all downtown
streets to 25 mph, establishing “No Right Turn on Red” at all intersections, adding Leading
Pedestrian Intervals (LPIs), and eliminating dual left-turn lanes at all but one location.
The Downtown Pedestrian Improvements – Phase II project will further enhance safety by
designing and constructing 10 raised crosswalks at existing midblock locations. In addition, the
project will include the installation of curb and/or pavement marking/delineator bump-outs at
multiple intersections to improve pedestrian visibility, shorten crossing distances, and calm
turning movements—creating a safer, more walkable downtown environment. Attached to this
advertisement is the signed & executed municipal agreement between the City and NCDOT.
The City is responsible for the delivery of the design and construction for this project. This
project was Federally funded by the Department of the Federal Highway Administration
(FHWA) through NCDOT (referenced as project number HS-2405AR).
