Summary

As requested by the Transportation Engineering & Construction Management Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Professional Services (hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms, conditions and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. All references to “Proposer” are also referred to as “Consultant,” “Firm,” “Offeror,” “Contractor,” and “Vendor.”

The results of this solicitation may be used by other County departments once awarded according to the Board of County Commissioners Procurement Ordinance, as amended.

Construction Engineering and Inspection (CEI) services have historically been added to the construction phase of transportation projects. The County typically performs CEI services with either in-house forces or by outsourcing. CEI work involves providing oversight for the County, ensuring that the Contractor builds the project in reasonable conformity with the plans, specifications, and special provisions for the Construction Contract. The CEI firm is the liaison between the County and the Contractor to observe the Contractor's work to determine the progress and quality of the work. The CEI Consultant identifies discrepancies, reports significant discrepancies to the County, and directs the Contractor to correct such observed discrepancies.

Historically, County departments have spent approximately 5% to 12% of the total construction contract for CEI services; however, this may not be indicative of future buying patterns.



Background

CEI support and Verification Testing (VT) services are required for the following projects:

The Vanderbilt Beach Road Extension Phase II project (VBRX II). The project extends approximately 1.9 miles from 16th Street NE to Everglades Boulevard. Firms should be aware that the new Vanderbilt Beach Road Extension (Phase I), currently under construction, terminates at 16th ST NE and a new intersection is being created. Additionally, construction of the 16th Street NE Bridge project (from Golden Gate Boulevard to Randall Boulevard) is likely to run concurrently with this Project. In general, the VBRX II project will consist of a two-lane road cross section and the improvements consist of installing a new two-lane bridge over the Golden Gate Main Canal, a new ten-foot asphalt pathway on the north side of the roadway, drainage, and curb and gutter on both sides of the roadway.

The Airport Road Widening project (aka Airport Pulling Rd.). The project extends approximately 2.0 miles from Vanderbilt Beach Road north to Immokalee Road. In general, the project will widen the road from four lane to six lane divided urban roadway with 11-foot traffic lanes, 22-foot raised median, concrete curb & gutter, and sidewalk on both sides, a closed channel stormwater system, street lighting with minor traffic signal adjustments, and adding one new signal at Curling Avenue. The road, with some water quality treatment provided by stormceptor type devices, will continue draining into C-31 Canal.

The support services include, but are not limited to, record keeping, providing construction inspections, monitoring and material acceptance testing and verification. In addition, the services shall include monitoring off-site activities for asphalt paving and miscellaneous structures. It is the COUNTY’s intent to have the COUNTY CEI staff perform administrative and inspection services.

A firm, or its affiliate, that is the Engineer of Record (EOR) on any of the projects listed herein shall not be considered eligible to compete as a consultant, CEI.
